Program staff members are not placing children in high chairs to confine them and restrict their movement as a form of punishment. I interviewed the licensee, Davana Harrison, Program Administrator 1, Program Administrator 2, Teacher 1, Lead Teacher 1 and Teacher 2 and all of them report time outs are not used for children under age three and that infants and toddlers are only placed in high chairs to eat. All of the program staff members report that high chairs are only used for eating and no child has been placed in a high chair to restrict a child’s movement.

During an unannounced onsite inspection, I observed program staff members using redirection with a child under age three who was having behavioral problems. I interviewed the licensee, Davana Harrison, Program Administrator 1, Program Administrator 2, Lead Teacher 1, Teacher 1 and Teacher 2 and they all report that time outs are not used for children under age three.

There is insufficient evidence to support allegation of Little People's Daycare being out of ratio. Interviews were conducted with the Program Director, Child Care Staff Member 1, Child Care Staff Member 2 and parents. Staff and children attendance were also reviewed. Parents had no concerns with quality of care being provided to children in care.
