Teachers did provide appropriate care and supervision to Child A and Child B at all times. Child A and Child B did not attend the same preschool classroom however were in the same room at the beginning of the day on 7/1/25 for four minutes, 7/18/25 for seven minutes, 7/22/25 for three minutes and 8/25/25 for four minutes as the preschool rooms are combined for a short period of time. There were no incidents observed or reported to any of the teachers or by any children. After interviewing Child A's Mother she denies that Child A disclosed any actual inappropriate sexual contact happened between Child A and Child B.

On 10/7/25 classroom observations were done. In all classrooms children were observed washing their hands before and after meals. It was evident that children knew the routine for washing their hands and could do so at the required times. All classrooms had hand washing chart posted by the sink that children used to wash their hands. It is evident that all classrooms have clear and consistent routines for handwashing. There was insufficient evidence to find support a violation.

On 12/09/21, I went to the center and interviewed Hailey Bellamy, program director. Ms. Bellamy contacted Kimberly Zehnder, licensee/program director on the phone and had her on speaker during the interview. Ms. Bellamy and Ms. Zehnder both stated that they had not received any complaints regarding frequency of diapering in the toddler room. Jennifer Jones and Ahnna Schmitzer are co-lead caregivers. Ms. Jones is currently on medical leave and Ms. Schmitzer is moving into the lead role. Ms. Jones has a CDA credential and Ms. Schmitzer has 26 CEUs to qualify for the lead caregiver position. The toddler room has some children that are potty trained, being potty trained, and some in diapers. The child care staff are trained to check/changing diapers at least every two hours and they have a chart in the room where they keep track of the diaper changes and times. The center uses an electronic system called Procare to document the child information and share with the parents daily. Parents can look at the information and then communicate with the child care staff and program directors as needed. This feature on the system allows parents to chat with child care staff and they can ask questions and discuss concerns. Ms. Bellamy took me to the toddler room to show me the diapering chart. I observed a big white board chart on the bathroom door. At the top of the door, it showed times in two-hour increments. The child care staff will transfer this information to the Procare application during nap time or other times when it is not busy. I interviewed the toddler staff that were in the room during the inspection, Ahnna Schmitzer, Savannah Jones, and Melissa Volk. They all stated that the diapers are changed/checked at least every two hours and sooner if necessary. They will take turns changing the children. One staff member will change all the children when it is time. Someone will take the first changing time, another staff will take the second changing time, and the third child care staff member will change the third time and so on. Before a child leaves, they always ask the parent if they want the diaper check/changed prior to them leaving if it is close to the two-hour mark. 3 Ms. Schmitzer, lead caregiver, has not had any complaints or concerns raised to her about the frequency of diapering. On 12/13/21, I interviewed Ashleigh Fisher, child care staff member. Ms. Fisher stated that when she works in the toddler room all the children are changed by one staff member at a time and they take turns. The diaper changes are documented on the chart in the bathroom. They change or check the diapers every two hours or sooner if necessary. On 12/16/21, I interviewed lead caregiver, Jennifer Jones. The diapers are checked/changed every two hours or sooner if necessary. They take turns changing the children and explained it was easier to just go through and have one staff do all the diapering. Usually before a child leaves for the day with their parent they ask the parent if they want their child to be checked and changed before they leave the center. On 12/09/21, I interviewed Child A's Mother. Child A came home from child care and had a soiled diaper on one occasion. She brought it to Ms. Bellamy's attention that night. Ms. Bellamy informed her that she was in that room from 3:00 -4:00p.m. and checked him at 3:45 p.m. and he was not soiled. Child A's Mother did not smell anything or notice anything when she put him in the car. She did not find that unusual since she has lost her sense of smell due to having Covid. Her husband smelled it when they arrived home. They live twelve minutes away from the center. On 12/13/21 and 12/14/21 I interviewed Child B's Mother, Child C's Mother, Child D's Mother, Child E's Mother, and Child F's Mother. None of them had any concerns regarding frequency of diapering.
