On February 9, 2023, I completed an unannounced on-site inspection. I interviewed program director/licensee designee, Ms. Lisa Leonard, Child Care Staff Member 1 and Child Care Staff Member 2, separately. Ms. Leonard said Child A's Mother informed her on February 6, 2023 that Child A (male, 5 years old) was seen at a doctor's office and had issues with getting undressed and changing into a gown. According to Ms. Leonard, Child A told Child A's Mother that Child Care Staff Member 1 makes him take off his clothes, except his socks and shoes, during naptime. No other children had to take off their clothes. Ms. Leonard said she told Child A's Mother that there are always two child care staff members in the classroom, and that the only time children remove their clothing is if they had a potty accident. Ms. Leonard denied the allegation and said Child Care Staff Member 1 did not make Child A get naked nor did she throw toys in the classroom. Child Care Staff Member 1 is a behavioral management expert. Child Care Staff Member 1 is highly trained and assists in other classrooms when there are challenging behaviors. Ms. Leonard has not seen any inappropriate behavior between Child Care Staff Member 1 and Child A or the other children. Ms. Leonard said there are no security cameras in the classroom. Ms. Leonard said Child A was enrolled in the Great Start Readiness Program (GSRP) in Classroom 22 with Child Care Staff Member 1 and Child Care Staff Member 2. I interviewed Child Care Staff Member 2 who said she and Child Care Staff Member 1 have never made Child A or any of the children take off their clothes in the classroom during naptime. According to Child Care Staff Member 2, Child A and all of the children are potty trained. Child A has never had a potty accident. If there was an accident, the child would go to the bathroom to change. Child Care Staff Member 2 said she and Child Care Staff Member 1 are always in the classroom together, even during naptime. She has never seen Child Care Staff Member 1 engage with Child A inappropriately or throw toys in the classroom. Child Care Staff Member 1 denied that she made Child A strip naked during naptime. She has never asked Child A or any of the children to take off their clothes. If a child has a potty accident, she takes the child to the bathroom to change their clothes. She would never make a child strip in the classroom. Child Care Staff Member 1 said Child A has never had a potty accident. 3 Child Care Staff Member 1 described herself as being patient and calm. She has never yelled or thrown any toys in the classroom. Child Care Staff Member 1 said she does not work alone, and there are always two child care staff members in the classroom at all times. During the inspection, I completed an inspection of the GSRP Classroom 22. observed Child Care Staff Member 1 and Child Care Staff Member 2 with ten children. It was naptime and some of the children were awake, playing on their cots. The classroom is open with no large objects or furniture to block the direct line of sight. The shelves are placed against the walls, the carpet area is located towards the front of the classroom, and the two multi-use tables are in the middle of the room. During the inspection, I obtained child information cards. On March 8, 2023, I called and spoke with Child A's Mother. Child A's Mother said she took Child A to the doctor's office. Child A was nervous and didn't want to change into the gown because he didn't want anybody to see his body. Child A told her that in school during naptime, Child Care Staff Member 1 made him take off his clothes. Child A said he had to stay on his cot with his underwear and socks on. According to Child A's Mother, Child A also said Child Care Staff Member 1 threw toys in the classroom when she's upset. The date of the incident is unknown. Child A's Mother said she waited a couple days later and asked Child A again about the incident. Child A said it was a dream and Child Care
