On 12/02/2020 I completed an unannounced onsite inspection at the center from 2:50 pm - 3:50 pm and interviewed program director/licensee designee Julie Hamlin. It was determined that the hall counter mentioned in the allegation pertains to the tv/lobby/foyer area near her office. Ms. Hamlin explained that sometimes the school-aged children will wait in that area for their school bus to arrive to transport them to school. If this occurs, the child care staff member stays with the children in this area until their bus arrives. Ms. Hamlin clarified that this has not occurred for quite some time as the school children are all currently virtual. Ms. Hamlin stated that she has never left a child unsupervised. Ms. Hamlin reported that there never was a time that she had to go outside to get a table, leaving a child unsupervised. Ms. Hamlin was unaware of any situations that could be linked to the allegation and was not aware of any child care staff member leaving a child unsupervised. On 12/11/2020 I interviewed child care staff member Becky Velez who stated that she works primarily with the school-agers. On 12/11/2020 I interviewed child care staff members Paula Jones and Teri Korczowski who stated that they both are assistant program directors. On 12/11/2020 I interviewed child care staff members Claudia Pimentel and Diana Hart who stated that they both primarily with toddlers. Ms. Velez, Ms. Jones, and Ms. Korczowski concurred with what Ms. Hamlin reported: the school-agers wait in the tv/lobby/foyer area near Ms. Hamlin's office for their school bus to arrive to transport them to school. Ms. Velez, Ms. Jones, and Ms. Korczowski agreed that when this occurs, a child care staff member is always with the children. 3 Ms. Velez, Ms. Jones, Ms. Korczowski, Ms. Pimentel, and Ms. Hart reported that they have never left a child unsupervised in the center and are not aware of any child care staff member leaving a child unsupervised in the center. On 12/11/2020 1 interviewed Child A's Mother, Child B's Mother and Child C's Mother and none had any concerns with the center. They reported that they have not been physically in the center due to Covid-19 for quite some time.

Ms. Hamlin reported that the center utilizes positive methods of discipline that includes primarily redirection. Ms. Hamlin reiterated that the center does not utilize any form of punishment. Ms. Hamlin clarified that the center has worked with specialists through the Genesee Intermediate School District (GISD) who suggested that preschool aged children do army crawls, crab walks, or run in the hallway as a means to release any excess energy. Ms. Hamlin explained that these activities are not completed with children as a form of punishment. Ms. Hamlin provided me with a copy of the center's discipline policy that was appropriate. Ms. Velez, Ms. Jones, Ms. Korczowski, Ms. Pimentel, and Ms. Hart stated that they were aware of the center's discipline policy and that they utilize positive methods of discipline. Ms. Velez stated that she primarily utilizes redirection. Ms. Velez has observed some of the preschool aged children running in the hallway while supervised by a child care staff member, as an activity to help calm the child down. Ms. Pimentel and Ms. Hart stated that they have never observed children do army crawls, crab walks or running in the hallway. 4 Ms. Jones reported that she is the primary staff member that trains the child care staff members. Ms. Jones clarified that the guidance by the GISD specialists to utilize the army crawls, crab walks or running in the hallway with the preschool aged children was implemented as primarily a distraction for the child and a means of energy release. Ms. Jones and Ms. Korczowski have acted as child care staff members directly working with preschool aged children to complete these types of activities. Ms. Velez, Ms. Jones, and Ms. Korczowski concurred with Ms Hamlin that these are not completed with children as a form of punishment. Child A's Mother, Child B's Mother and Child C's Mother and did not report any concerns with discipline.

Ms. Hamlin provided me with a copy of the center's written policy that appropriately detailed when child care staff members are excluded from the center due to illness. Ms. Hamlin clarified that she or one of her assistants, Ms. Korczowski or Ms. Jones, will assist any child care staff members in every way possible if they report any symptoms of illness. Ms. Hamlin clarified that they themselves would replace the child care staff member in the room, if needed, until a replacement child care staff member is able to. Ms. Velez, Ms. Jones, Ms. Korczowski, Ms. Pimentel, and Ms. Hart explained that they are never made to work when they are ill. Ms. Velez, Ms. Jones, Ms. Korczowski, Ms. Pimentel, and Ms. Hart clarified that they may go home when they report feeling ill. Ms. Velez, Ms. Jones, Ms. Korczowski, Ms. Pimentel, and Ms. Hart stated that either Ms Hamlin, Ms. Korczowski or Ms. Jones will act as the child care staff member in the room until another child care staff member is able to. 5

During the onsite inspection at the center, I observed that each of the rooms were in the appropriate child care staff member to child ratio requirements. Ms. Hamlin provided me with attendance records for child care staff members and children for the weeks of November 9-13, 2020 and November 16-20, 2020. I reviewed these records and could not confirm that the center has operated out of the appropriate child care staff member to child ratio requirements. Ms. Hamlin, Ms. Velez, Ms. Jones, Ms. Korczowski, Ms. Pimentel, and Ms. Hart reported that the center is never out of the appropriate child care staff member to child ratio requirements. Child A's Mother, Child B's Mother and Child C's Mother stated that since they have not been physically in the center due to Covid-19 for quite some time, they did not recall ever seeing too many children being cared for.
