On June 18, 2021, a complaint was received that on June 17, 2021, Child A and Child B were inappropriately disciplined by child care staff member Lori Jones. On June 18, 2021, I completed an unannounced onsite inspection at the child care home with DHHS worker Kerni Rupe. Licensee Joann Lincoln was present and was interviewed. She received a text at 2:53pm on June 17, 2021, from child care staff member Faith Hickey stating, "Ms. Jones hit Child A. Child C and Child D (male, age 5) seen it." Ms. Lincoln responded by telling Ms. Hickey to send Ms. Jones home and she would be back shortly. Ms. Lincoln arrived back at the house within 15 minutes and spoke with Ms. Hickey and the children. Child C, Child E and Child F are her own children and are very reliable. Child C and Child E told her that they observed her hit Child A. Ms. Lincoln believes that the incident's occurred and she was very upset to hear it. She informed all of her parents of the allegations during pick up that evening. Fortunately, it did not appear that Child A or Child B were hurt from the discipline. When Ms. Jones arrived for work the next day, she told her that she was terminating her. Initially Ms. Jones denied knowing what the concerns were. After being told witnesses observed the incidences, she tried to justify why she had to discipline Child A and Child B. Ms. Lincoln completed a job application and checked the Michigan Offender Tracking System (OTIS) prior to hiring Ms. Jones. She also had her fingerprinted and she was eligible to work in child care. She never left her alone with the children and just recently was leaving her to work alone with Ms. Hickey when she had to leave the home. On June 18, 2021, I interviewed Ms. Hickey. She indicated that Ms. Jones is a relatively new employee and she worked with her daily. Initially she observed some red flags when Ms. Jones would talk negatively to the children. Ms. Jones would get overwhelmed at times and put the children in timeout when she did not feel it was necessary. On June 17, 2021, the incidents began in the afternoon after being in the swimming pool. There is a tent outside near the pool with a children's potty inside that they can use during pool times. Someone had already used the toilet and it was not cleaned up yet, so the tent smelled and Child B did not want to use it. Ms. Jones was attempting to get Child B to go inside it and change her clothes, but Child B was refusing. Ms. Jones grabbed her by her upper arm and yanked her inside. Child B was fighting back and refused. Child C, Child D and Child E later reported to Ms. Hickey that they observed seeing a red mark on Child B's arm, but Ms. Hickey did not see this herself. The incident with Child A occurred near the same time as the incident with Child B. They were by the inside door wall and Child A was putting puzzle pieces down the heat vent. Ms. Jones redirected Child A from doing this and he appeared to listen. Ms. Hickey then saw Ms. Jones' arm go up in the air as if she were going to hit him. She 3 did not actually see her hit him though and did not hear a "smack," but she heard him scream. Ms. Hickey did not say anything to Ms. Jones because she had yelled at her the day before and she did not want any further confrontation. After snack, Ms. Hickey asked the older children what they seen happen. They reported seeing her hit Child A in the back and grab Child B roughly by the arm leaving a mark. Ms. Hickey then texted Ms. Lincoln and reported the incidences to her. Ms. Lincoln told her to let Ms. Jones leave (since it was time for her to leave soon) and that she would be back shortly. On June 18, 2021, Child B was forensically interviewed utilizing the forensic interview protocol. She was unable to say who her caregivers are and denied anything occurring on June 17, 2021. When she gets in trouble, she has to go in timeout. She denied ever being hurt while at the child care home. On June 18, 2021, I observed Child A who was sleeping. Ms
On June 17, 2021, child care staff member Lori Jones struck Child A (male, age 3) in the back. Ms. Jones also grabbed Child B (female, age 5) by the arm and dragged her to timeout.
