On March 16, 2021,1 received a phone call from Program Director Janis Akers regarding an incident involving Child A that had occurred the day before during latchkey. *She ated that Child A was having a negative behavior and child care staff member was called to the classroom by the other child care staff members in order to assist behaviors. Child A was refusing to go outside and had crawled into a corner of the room. Child care staff members Abigail Bellmer and Ariel *Dues'ardines could not coax out so they called from the office to assist. is trained in physica restraint tit rough Fears ey sc ool district. ha - re een scheduled to work later hours for the latchkey program. She was still mainly used in the office for billing reasons etc. but she was also a back-up to the other child care staff and trained to deal with difficult 2 behaviors. When went to the classroom, she ended up grabbing Child A by. R arm while she was trying to assist out of the corner and into the hall to get ready to go outside. Child A was refusing to cooperate and fell to the floor. kicked her and kicked the door. Child A's Mother was then contacted and came to the school to et■. Ms. 0 Akers was later informed by Child A's Mother that had a red mark on arm. On March 16, 2021, 1 received a copy of the incident report from Ms. Akers. The incident report also included emails from Child A's Mother to Ms. Akers, and a written explanation from regarding the incident. The statement documented that "she was assisting Child A towards the classroom doorwfraoym wMheennU s uched to the ground while her arms were under armpits. then dropped to the floor and kicked her and the door several times." On March 16, 2021, the was contacted. They are not iga ing the allegations. On March 17, 2021, I interviewed Child A's Mother via telephone. She stated that she was contacted b on March 15, 2021 angrily telling her "you need to come get Child A because is kicking me." She was not given any further explanation. She arrived shortly thereafter and very little was said to her. Child A was hysterical and crying. M told her'1 wouldn't go outside with the rest of the class and we don't have ime for isnonsense." was making nasty faces even when Child A was upset and leaving. After they arrived home, Child A admitted that did not want to go outside. She explained to her that although has had restraint training, she would no longer be assistinc the child care staff members. Ms. Akers had also contacted the School district's school and they are going to put a plan in place to work with Child A. Child A's Mother stated that Child A has attended the program for' years without incident. Typically, the staff work very well withN , but she is concerned for the health and safety of both Child A and other children if physical force is used to deal with behaviors. On March 19, 2021, 1 completed an unannounced onsite inspection at the center. Ms. Akers was not present that day. I interviewed who was present and working in the office. She acknowledged that the incident occurred. She stated that she had recently acquired new hours and was working as a back-up child care staff member for the latchkey program.
