    On 03/31/2023, 1 emailed with consultant Catherine Edgar regarding her provider and the complaint received. On 03/31/2023, I conducted an interview with Child A's mother, via telephone. They have not attended the home day care in a year and half. Child A is currently five years old and had been attending the home child care for a year prior to stopping. Her children attended Monday through Friday from nine am until approximately five pm. There were other children at the child care close to Child A's age, however, those children also left the home child care. She was just told by Child A regarding being hit with the belt. Once she was told several things made sense to her about why her daughter was having a hard time with potty training and was peeing on herself. She had been peeing on herself towards the end of the time at the child care and they could not figure out why she was peeing on herself. She had taken her to the doctor, and they said it was not medical, and so she wondered if something else 3 was going on. She recently went to the home child care to pick up her tax paperwork, and when she picked Child A up from the school, she told her the licensee said to say hello. Child A told her "That's the lady who whooped me with a belt that one time." It made sense, because she had felt that something was affecting her emotionally, but she could not pin point what she was stressed out about. She also put Child A in time outs, and Child A told her she was not allowed to have play time; she made them do homework and work. The licensee was always feeling like Child A was talking back to her and was putting her in time out. Child A said there would be days she would not get to play at all. The licensee ended up kicking them out of child care and said that Child A had done something to another child, but it was not what she said it was, it was a hug. The licensee said it was something else physical. Permission was granted to interview Child A at her school. On 04/04/2023, I attempted to meet with Child A at her school, however, the school is currently on intersession. On 04/04/2023, I, along with child care consultant Catherine Edgar, made an unannounced visit to licensee's home. Ms. Kennebrew-Cox allowed us to enter the entry part of her home. She was provided the complaint information, and she states she put the children out of child care due to their behaviors; they have been gone for over a year. When she put them out of the child care, she spoke with her worker at Great Start readiness. She believes the mom was being inappropriate while her children were sleeping in the bed with her, and that led Child A to inappropriately hump a different child at the child care. She denies she is religious; believing in God does not make her religious. She just saw Child A's mother recently. Child A is a liar and she tried helping the family, but part of the problem was that Child A lied about everything. The children came to care filthy; mom never brought anything for the boys. She washes children at her child care because they come filthy. She feels as though she goes over and beyond, keeping kids when she does not have to, tries to be understanding, and helpful to the parents. She follows the bible because that is who she is, she follows what God says to do because she believes it. She would not do something just because someone told her to, but she does follow God. Child A, always said she was a princess, but princesses do not wear pants, the bible tells you not to wear anything pertaining to man, and so she bought Child A, a princess dress. Child A did not want to follow rules, she did not want to do homework, her mom opted out of the social emotional learning (bible based). Her mom opted out of doing homework or extra work. She denies hitting any child at all, denies hitting anyone with a belt, "why would I whoop a child." She does utilize time outs that last as long as the child is old.     On 03/31/2023, I conducted an interview with Child A's mother, who stated Child A told her she was scared she was going to go to hell if she did not A do something. She stated the licensee told her she was going to go to hell. The licensee was very religious and was teaching her things like that and when she found out she let her know she didn't want her to be included in the religious teachings. She tried to talk to Child A about what was said to her and help her understand. On 04/04/2023, I, along with child care consultant Catherine Edgar, made an unannounced visit to licensee's home. Ms. Kennebrew-Cox allowed us to enter the entry part of her home. She denies she told a child that they would go to hell if they lied. She does believe in telling children what happens when you lie but denies she told anyone they would go to hell for lying. On 04/11/2023, I conducted a forensic interview of Child A at Freeman Elementary. She was able to distinguish between a truth and a lie, commit to telling the truth, correcting me when wrong, and not answering anything she does not know. She does not know what religious is or what God is, she did not lie and was not told by Ms. Cox that she lied. She never told her she was going anywhere because she lied. She reports her mom has told her she was lying when she was bad at home.

    On 03/08/2021 I spoke with Child A's Mother regarding the allegation. She stated that a couple of months ago (she was unsure of the date of the incident) Ms. Kennebrew-Cox had become extremely agitated and hit the wall in her home. Child A's Mother stated that Child A had described it as Ms. Kennebrew-Cox had become upset about something to do with her computer and she "hit the house." Then Ms. Kennebrew-Cox turned her anger towards Child A and hit him on the face. Child A's Mother stated that there was a red mark left on Child A's face following the incident however, she did not have a picture of the mark. Child A's Mother was not present during the incident and was just repeating what Child A had told her regarding the allegation. 3 On 03/15/2021 during an unannounced onsite inspection I spoke with Ms. Kennebrew-Cox regarding the allegation. She denied ever slapping or hitting Child A or any other child. Ms. Kennebrew-Cox provides each child care children's parent with a handbook outlining her discipline policy. Her discipline policy states: We believe that the discipline of a child is achieved through patience, consistency, and positive reinforcement. We also try and teach the children in our care manners, kindness and to be respectful to others. One of the ways in which we do this is by the example we as providers set. We understand that our actions and reactions speak much louder than our words. The children are explained the rules of the daycare frequently, so they know what is expected of them. Once a child is old enough to understand the rules and disobeys them by, exhibiting inappropriate behavior (hitting, aggression, etc.), hurts others, or property, the following developmentally appropriate guidance techniques will be used. These techniques are as follows: 1. Positive Reinforcement: The child will be encouraged when he or she is demonstrating acceptable behavior. 2. Redirection: The child is redirected to another activity and given an opportunity to try again at another time. 3. Time-Out: The child is separated from the group for an age-appropriate amount of time (one minute per one year of age). This technique is only used when a child repeatedly will not follow our directions or listen to our words, is exhibiting temper tantrum type behavior, or hurting one's self, others, or equipment. When the child shows that he or she is ready to demonstrate acceptable behavior, they are encouraged to join the rest of the group to try again. 4. Last Resort: When a child's behavior is continually upsetting or dangerous to others, a conference will be called with the parents. If the problems cannot be resolved, arrangements will have to be made for the child to go elsewhere for care. Note: Sometimes if both a parent and a provider are both in the same area (examples would be during drop-off and pick-up times) a child may forget the rules or test the boundaries. Please help show your child that you respect us, the rules of our house, and our property by reminding them that the rules still apply when you are around. We will also remind them of the rules and correct them if needed. On 04/09/2021 I spoke with Child B's Mother and she stated that she has never had an issue with Ms. Kennebrew-Cox using physical discipline on Child B. She received a copy of Ms. Kennebrew-Cox's handbook outlining her discipline policy. I attempted to contact Child C's Mother on 04/09/2021 and 04/15/2021 regarding the allegation and she did not return my telephone calls. 4

    On 03/08/2021 I spoke with Child A's Mother regarding the allegation. She stated that Ms. Kennebrew-Cox places Child A in a high chair as a form of discipline. She stated that Ms. Kennebrew-Cox often posts pictures on DOJO of Child A in a high chair. Child A's Mother stated that they do not put Child A in a high chair at home because he is a toddler and not an infant. On 03/15/2021 I spoke with Ms. Kennebrew-Cox regarding the allegation. She denied that she places Child A in a high chair as a form of discipline. She stated that she does place Child A in a high chair to eat meals and snacks because Child A does not know how to eat, and she stated that he often throws his food around. I asked Ms. Kennebrew-Cox what DOJO is and she explained that it is a tool she uses to share pictures with parents of her child care children. She stated that only the parents of the particular child she is sharing the photos with are the ones who can view these photos. On 04/09/2021 I spoke with Child B's Mother regarding the allegation of inappropriate discipline by Ms. Kennebrew-Cox and Child B's Mother stated that she has never had any concerns or issues with Ms. Kennebrew-Cox disciplining Child B 5 attempted to contact Child C's Mother; however, she did not return my telephone calls to discuss the allegation.

    On 03/08/2021 I spoke with Child A's Mother regarding the allegation. She stated that Child A is in the process of being potty trained and that she had been sending Child A to Ms. Kennebrew-Cox's care wearing pull ups. She stated that Ms. Kennebrew-Cox told her to send diapers with Child A. On 03/15/2021 I spoke with Ms. Kennebrew-Cox regarding the allegation. She stated that Child A is not even close to being potty trained and that Child A's Mother was not consistent with pull ups being sent and that Child A's Mother was the one who sent the diapers. She stated that she attempts to help the children and the parents of the children who are in her care and she would not do anything to hinder any progress of potty training. On 04/09/2021 I spoke with Child B's Mother regarding the allegation and she stated that she has never had any issues regarding diapering with Ms. Kennebrew-Cox. I attempted to contact Child C's Mother regarding the allegation, however, she did not return my telephone calls.

    On 03/08/2021 I spoke with Child A's Mother regarding the allegation. She stated that Ms. Kennebrew-Cox had instructed her to send Child A with long sleeve shirts because the temperature in the home was cold. On 03/15/2021 I spoke with Ms. Kennebrew-Cox regarding the allegation. She denied that her home is ever cold where the children would have to wear long sleeve shirts to stay warm. During the onsite inspection, the home was at a comfortable temperature and the children did not appear to be cold or uncomfortable. On 04/09/2021 I spoke with Child B's Mother regarding the allegation, and she stated that she has never had any concerns about the temperature or the conditions in the home of Ms. Kennebrew-Cox. I attempted to contact Child C's Mother regarding the allegation, however, she did not return my telephone calls. 7
