The complainant did not have any first-hand knowledge of the December 18, 2021, incident but in July 2021, she witnessed Ms. Mobley transport five children in her Jeep Liberty, which only seats three children, per the complainant. Not all of the children were secured in car seats and/or booster seats at this time. She did not think parents always knew when their child was transported, and she did not believe Ms. Mobley obtained written permission before transporting children. When I asked Janice Mobley about transporting children, she initially denied doing this but then recalled that she did recently transport Child A to Meijer. She said that she has written parental permission to transport children. When I asked to see this, Ms. Mobley showed me the back of the Child Information Cards. This is permission to secure emergency medical treatment. She was under the impression that this was what was required for written permission to transport children in care. I explained how she would need written parental permission each time she transports a child, unless it is routine transportation, such as to school each day. She always gets verbal parental permission before she transports a child and denied that she has ever transported a child without informing the parent. She denied ever transporting a child without proper car seats or booster seats. She showed me her Jeep Liberty, which had a car seat and a car seat/booster seat that appeared to be properly installed. Ms. Mobley did not recall transporting any children this past summer and denied ever transporting more children than her vehicle allows. 4 Child A's mother said that she was aware that Ms. Mobley had recently transported Child A but did not recall signing anything. She believed that Ms. Mobley uses proper restraints when transporting her child and did not have any concerns regarding Ms. Mobley. Child B's mother said that Ms. Mobley has never transported Child B but that she knows that Ms. Mobley provides permission slips for activities as she recalled signing one for her children to play outside. Child C's mother said that she has no concerns regarding Ms. Mobley caring for her child. Ms. Mobley does not transport her child, but she has witnessed Ms. Mobley transport another child and that she was using a car seat. Child D's mother said that Ms. Mobley really doesn't transport her child but if she had to, Ms. Mobley would obtain her permission and knew that she had car seats and boosters to use for this. Child E's mother also denied that Ms. Mobley has ever transported her child. She had no concerns about Ms. Mobley's child care home. Child F's mother said that Ms. Mobley hardly ever transports her child. The last time this happened was a few months ago. She did not recall if she signed anything regarding this, but Ms. Mobley always asks for permission to transport her child. She did not have any concerns regarding Ms. Mobley's use of car seats or booster seats as she sees these in Ms. Mobley's car all of the time. Child care staff member Shanice Mobley doesn't transport children anymore. If she needs to go someplace, she will have either her and/or child care staff member Shavon Mobley come over to care for children as both live right by the child care home. Child care staff member Shavon Mobley was not aware of Janice Mobley transporting children in care.
