    On 02/14/2023, I interviewed Child A's Mother who stated that on 02/09/2023 when she came and picked Child A up from the center at approximately 4:00 pm, program director Deborah Sprinkle brought him out and told her that he had wet his pants earlier in the day. Ms. D. Sprinkle explained that Child A would not discuss the accident. When they got home, she spoke with him, and he said that he peed on himself. He told her that when Ms. A Sprinkle, who was caring for him at the time, asked him why he had an accident, he didn't answer so she grabbed his shirt and hit him. He re-told the same story with his siblings overhearing. She had him and his sibling role play, showing that Ms. A. Sprinkle smacked him with an open hand on his face and then grabbed his shirt. Later, when she called the 2 center and spoke to Ms. A. Sprinkle, her response was that Child A was lying and it did not happen. She confirmed that he did not obtain an injury, she did not observe any mark(s), and she did not take him for any medical treatment. She has made the decision that Child A will no longer return to the center. The second complaint had the same allegations. On 2/14/2023, I left a voicemail message for Child A's Father. To date, I have not received a response. On 02/22/2023, I completed an unannounced onsite inspection at the center and interviewed Ms. A. Sprinkle and Ms. D. Sprinkle separately. Ms. A. Sprinkle confirmed that the videos do not operate in the rooms and showed me the view of the cameras which only focused on the parking lot and the foyer area of the building. She stated that she was the only one in the room on 02/09/2023 and acknowledged that Child A had an accident and wet his pants that day at approximately 10:00 am, prior to morning snack. She turned around in the room to get snack out of the cupboard and noticed that his jeans were dark in color and appeared wet. She asked him if he had an accident and he just put his head down and put his hand in his mouth. Since he wasn't answering her, she told him to go to the bathroom and then brought him a change of clothes. Once he changed his own clothes, he ate snack. The accident was not discussed further. When his mother arrived to pick him up at approximately 4:00 pm, Ms. D. Sprinkle brought him to her at the door in the foyer and told her what occurred. Later that day, Child A's Mother called the center and asked her if she had pulled on his shirt and hit him. She denied the allegations and explained that she has never hit any children. Child A's Father called a few days later and asked to speak with Ms. D. Sprinkle, so she returned his call. Ms. D. Sprinkle confirmed that she was at the center on 02/09/2023 and was in the office, not a class. They only have 11 children enrolled and only have 8 in attendance at one time with 2 child care staff members. She showed me the past attendance confirming such. On that day, she overheard Ms. A. Sprinkle speaking to Child A about his accident and stepped into the room, as she wanted to ask him why he didn't go use the bathroom. When she did, he replied that no-one had taken him to the bathroom when he needed to go. She added that he uses the bathroom as needed on his own and never has someone take him. She brought Child A to his mother when she arrived at the center to pick him up at approximately 4:00 pm and asked him to tell her what had occurred. He just put his head down and put his hand in his mouth. So, she told her what had occurred, and Child A's Mother said she would talk to him about it when they got home. Ms. A. Sprinkle spoke to her when she called the center later that day. On 02/10/2023, Child A's Father called the center asking to speak with her, so she called him back. She reassured him that they do not hit children at the center, and he did not seem angry. She has never observed Ms. A. Sprinkle utilize inappropriate discipline with a child. 3
