I made an unannounced visit to the child care home on April 19, 2023. I interviewed the licensee, Ms. Ochampaugh, regarding the allegations. Ms. Ochampaugh said when Child A's parents came to pick Child A up on April 5, 2023. Child A's Mother completed paperwork while Child A's Father held Child A and picked up toys. Ms. Ochampaugh guided Child A's parents to make Child A pick up the toys. Child A wouldn't pick up the toys, so Child A's Mother put Child A in a time out while Child A's Father continued to pick up the toys. Ms. Ochampaugh said Child A cried harder and harder, so she sat on the couch with him and held him in a hug trying to calm him down, while she guided the parents to explain to Child A why he was in time out. Ms. Ochampaugh said then Child A's Mother held him on the couch to try to calm him down and then put his shoes and socks on to take him home. Ms. 6th Ochampaugh said Child A came to the child care home the next day on April and again she put him in time out for not picking up toys. On April 22, 2023, I interviewed Child A's Mother. She said Child A is nonverbal and it was his first time in child care. When she dropped him off at child care she reviewed with Ms. Ochampaugh how Child A is disciplined at home and specifically said they do not want Child A put in time out. When Child A's parents picked him up on April 5, 2023, Child A wouldn't pick up the toys, so Ms. Ochampaugh held Child A on the couch in a time out for about 15 minutes. Child A's Mother said when Child A's Grandmother picked him up on April 6 2023, he was in time out again for not picking up toys. Child A's Mother said a little boy told Child A's Grandmother that Child A was in time out a lot that day. On April 21, 2023, I interviewed Child B's Father. He stated he has two children in care of Ms. Ochampaugh, and he has no concerns about care and supervision at the child care. His children love going there for care. On April 21, 2023, I interviewed Child C's Father who said he has no concern about care and supervision or discipline. On April 21, 2023, I interviewed Child D's Mother. She has no concern about taking her children to Ms. Ochampaugh's child care. She said her children enjoy going there for care. 3
Licensee Deborah Ochampaugh restrained Child A (two- year-old, male) for an extended period of time. Child A was placed in time out and is showing signs of regression since being in care.
