On 08/25/2021, an anonymous complaint was received by the department reporting that two child care staff members tested positive for Covid-19. The child care center did not close the entire center but instead, only closed the rooms where the infected child care staff members worked. The complainant felt that the program director acted "irresponsibly" by not having a period of quarantine for the entire center to "ease the minds" of the parents 611 W. OTTAWA. P.O. BOX 30664. LANSING, MICHIGAN 48909 www.michigan.gov/lara . 517-335-1980 On 08/30/2021, I conducted an onsite inspection at the child care center. When I approached the front door of the child care center, I observed two notices taped to the door informing anyone entering the building that someone associated with the program tested positive for chicken pox and another notice confirming that someone associated with the center tested positive for COVID-19. During the onsite inspection, I interviewed Program Director, Sheryl Howard. I informed Ms. Howard of the complaint. Ms. Howard confirmed that she recently had two child care staff members test positive for COVID-19. She stated that on 08/18/2021, she was notified that a child care staff member in the teal room tested positive for COVID-19. Ms. Howard stated that she did not close the teal classroom because she was not advised to close that classroom by the Ingham county health department. On 08/20/2021, Ms. Howard learned that a second child care staff member tested positive. Because of the uncertainty of when the infection occurred and the proximity of the classrooms, Ms. Howard closed the yellow and light blue classrooms. These rooms were closed for a 10- day quarantine after the child care staff member tested positive. Ms. Howard also closed the child care center the following Monday, 08/23/2021, so that the entire center could be cleaned and sanitized to avoid further infections. Ms. Howard stated that she has not had any additional reports of anyone testing positive for COVID-19 after the second child care staff member. During the onsite inspection Ms. Howard showed me the email communication she's had with the representative from the Ingham County Health Department. Ms. Howard stated that the representative gave her the current guidance which detailed the requirements for quarantine. Ms. Howard followed those guidelines and also quarantined additional rooms because of the uncertainty of when the child care staff members were infected. Ms. Howard also provided the names and contact information for anyone who was potentially exposed to assist with contact tracing. Ms. Howard denied that she was required to close the entire child care center, although she willingly closed to clean and sanitize the child use spaces. While onsite, Ms. Howard provided me with a copy of the child care centers COVID-19 plan. The plan included details on drop off/pick up, temperature checks, face masks requirements, handwashing, classroom & building sanitizing, and social distancing. Ms. Howard stated that she has not included details about classroom and quarantining because the guidance is ever changing. She stated that if she is notified that a child or child care staff member tests positive for COVID-19, she contacts the Ingham county health department and follows the guidance provided at that time.

On 10/13/2020, I completed an unscheduled on-site inspection. Ms. Sheryl Howard, program director/licensee said on the day of the incident she left to get 2 pizza for lunch and was gone for about 30-45 minutes. As she walked into the center around 11:15am, Cayla Moore, child care staff member stopped her in the hallway and said Child A just ran out the door. Ms. Howard went outside and looked around to the building to see if he her was outside, when she did not see him, she called 911. While she was doing that, Ms. Moore called Child A's Father. When Ms. Howard called 911, dispatch told her that a police officer already found Child A because someone from the neighborhood also contacted 911. Child A's Father told Ms. Moore if Child A was not found within 10 minutes to call him back. Ms. Howard then called Child A's Father. She explained to him what happened and that a police officer was bringing Child A back to the center. Child A's Father told Ms. Howard that Child A was having a rough week and "he does things to see what he can get away with." Child A's Father also said Child A has run away from his home before because he was upset. Child A is going through a rough situation at home and is currently seeking help as a result. Ms. Howard said she told Child A's Father, that was important information she should have been informed at the time of enrollment. Ms. Howard said when Child A was enrolled at the center, all Child A's Father told her was he is "a handful and hyperactive." It was only Child A's third week in attendance. Child A's Father enrolled Child A at the center on 09/01/2020 for virtual learning and only attends every other week while he is in the care of his Father. There were six school-age children in attendance at the time of incident. I viewed the attendance records to confirm. Ms. Moore was in the classroom by herself at the time, so she could not immediately run after Child A. She asked an extra child care staff member in the infant classroom, to come into the class and care for the children before she could attempt to find Child A. Around 11:20-11:25 a.m., Child A was returned to the center by Officer Jason Cotton, East Lansing Police Department. Officer Cotton told Ms. Howard, Child A said he ran away from the center because his classroom was loud, and there was yelling. Ms. Howard then spoke with Child A. He said he ran out the door because Ms. Moore was yelling at them and when his parents were together, they would yell at him and since his parents' divorce, his mom said no one would yell at him again, so he decided to run. Ms. Howard told Child A next time he feels like he needs to run out of the classroom, or he feels as if the room is too loud, to ask the teacher if he can come to her office. Around 2:30 p.m., Child A's Father arrived, and Ms. Howard spoke with him. Child A's Father told her that Child A "goes through some rough patches and then smooths out." Child A's Father again acknowledged that Child A has ran away from the home and is getting help for his "personal issues." Ms. Howard said Ms. Moore works with the school-age children K-4th grades with their virtual learning. She said Ms. Moore has a loud voice, but it is never yelling, "she does not yell at the children." Ms. Howard added, there have been times when Ms. Moore will use a "stern raised voice," but she has never heard Ms. Moore yell at the children. 3 There are two classrooms approved as child use space for school-age children. Only one of the classrooms was being used, so Ms. Howard moved the children to a classroom that does not have a door that leads directly to outside. During the on-site inspection, I viewed the classroom that was being used on the day of the incident. There are three doors in that classroom. The door on the north side goes directly to the hallway of the center, the door on the south side goes directly outside and the door on the east side goes into another classroom.
