On 01/11/2023 Child A was hit in the head by Child B with a lunch box which left bruises on the left side of his face. Child B continues to have violent behavior. On 04/05/2023, Child B said he was going to bring a gun to school and shoot all of the kids in the face. This situation has been minimized by the center and Child B continues to put other children at risk as he also punched another child in the stomach during nap time on 04/12/2023.

On 04/28/2023, I interviewed Child A’s Mother. She said Child A attends the Hudson classroom with Child B and the child care staff members in this classroom are CCSM 1, CCSM 2 and licensee designee Gina Benson. She said the bullying between Child A and Child B began last fall of 2022 where they had repeated incidents of Child B pushing and shoving Child A and multiple “bathroom disturbances”. She explained Child A wears a belt to school and there was a period of time where Child A was unable to go to the bathroom or put his belt back on, because Child B “wouldn’t leave him alone” and would push and shove Child A while in the bathroom. Child A told her about these incidents and when she asked the child care staff members in the classroom, unknown name, they would all confirm yes, this incident occurred. Child A has not had any marks or bruises on his body as a result of being pushed or shoved. Child A’s Mother stated she believes Child A is pushed, shoved, hit by Child B once a week since January of 2023. Currently, Child A's schedule has changed to limit the interactions between Child A and Child B. On 01/07/2023, Child B took a metal lunch box and hit Child A on the head with it resulting in bruises on Child A’s face. She does recall signing an incident report for this but does not recall receiving a copy of this. This is the only incident that resulted in an injury to Child A. On 04/06/2023, Child A told Child A’s Mother that Child B said he was going to bring a gun to the school and shoot the kids in the face. Child A’s Mother asked CCSM 1 if this happened, and she replied yes. CCSM 1 was careful to not release any confidential information when she confirmed that this threat was made. Child A’s Mother was concerned that the center did not issue correspondence or take initiative with communication amongst parents to report this threat. She learned from Ms. Benson that the Washtenaw County Sheriff’s Office was contacted regarding this threat and confirmed it wasn’t a credible threat. On a separate 3 occasion, she heard that Child C was punched in the stomach by Child B during nap time. Details surrounding this incident were unknown. Child A’s Mother said Child A should feel safe when he goes to school, but instead is scared because of the bullying and threats made by Child B. When she brought her concerns to Ms. Benson, she was told they would be getting additional child care staff members to help supervise the classroom because Child B’s behaviors have been an issue all year. However, Child A’s Mother has only noticed an extra child care staff member is occasionally present. Child A’s Mother believes two child care staff members to 16-18 children seems inadequate, especially when behaviors such as these arise. She is frustrated that Child B continues to attend the center with aggressive behaviors and no supports are put into place to decrease these behaviors. On 05/03/2023, I made an unannounced visit to the center. I interviewed licensee designee, Gina Benson. She said Child B has attended the Hudson classroom since September 2022 and the child care staff members present in this classroom are CCSM 1, CCSM 2 and sometimes CCSM 3 assists in the classroom as well. Child B was present during my on-site inspection. Ms. Benson confirmed Child B made threats on a Wednesday near the start of April 2023, but she cannot recall an exact date. Child B was brought to the front office by CCSM 1, Ms. Benson learned Child B had a verbal conflict with Child D while they were sitting at the lunch table with CCSM 1. Child D was upset and CCSM 1 was talking about school being a safe place when Child B said to Child D, “I am just going to bring a gun to school and shoot.” Child B made other statements about a gun and that he was going to bring a gun to school. CCSM 1 took Child B to the office after this statement. Child B wasn’t crying, overly upset, or distraught, he listened and sat on the ground. Ms. Benson spoke with Child B about his stat

The center’s policy states following a serious incident or injury, child care staff members will produce a written incident report that will contain a copy for the child’s file as well as a copy for the parents. The following serious incidents did not include a written incident report, per center policy: - Child B did not have a written incident report regarding comments made of bringing a gun to school. - Child D did not receive a written incident report when Child B told her he would shoot her. Further, the center’s policy states incidents involving health and safety concerns, a parent will be notified immediately via telephone. Child B’s Mother was notified via email but was not called about Child B making statements of bringing a gun to school. After further investigation by the school, at the time of the incident, it was determined that Child B was referring to a nerf gun.
