On 06/14/2023, I conducted an onsite inspection and interviewed the program director Angela Jackson, Child Care Staff Member (CCSM) 1 and CCSM 2. I also inspected the two vans used for transporting children. I did not smell marijuana on any staff member or inside the center. The Complainant did not provide contact informative and therefore additional information could not be obtained. Mrs. Jackson was not aware of any staff member coming to work smelling of marijuana. She has never smelled it in the building, on staff or in any of the center vans. No parent or staff have mentioned anything about it to her. She does report having an ongoing issue with several parents coming to the facility smelling of the substance and she had to talk with them about it. Mrs. Jackson would not allow anyone to transport children if she believed they were using any drug. CCSM 1 and CCSM 2 are the only staff who utilize the center vans for transportation. Mrs. Jackson monitors their driving record and have no reason to believe either of them would do anything to jeopardize the safety of children. CCSM 1 and CCSM 2 denied using marijuana and have never reported to work smelling of it. They have no knowledge of any staff member smelling of the substance but have smelled it on several parents as they drop off or pick up their child. The center has two vans and CCSM 1 and CCSM 2 are the only staff who uses them. I inspected both vehicles and the one used by CCSM 2 had a faint smell of what could have been marijuana. Mrs. Jackson and CCSM 2 were present during the inspection. CCSM 2 thought the inside of the van smelled of fresh cut grass while Mrs. Jackson could not determine the source of the smell but immediately took it for detailing. The van used by CCSM 1 did not have any unusual odors. On 06/22/2023, I interviewed additional center staff and parents about the allegation. CCSM 3, CCSM 4 and CCSM 5 have never smelled marijuana on any of the staff at the center but have smelled it on several parents. CCSM 4 states, there have been several meetings discussing the issue and parents have been refused entry due to the strong odor of it on their clothing. Child A's Mother, Child B's Father and Child C's Mother have smelled it on other parents but never on a staff. They all have children old enough to tell them if they experience any unusual smells or behaviors while at the facility but have been told nothing. Child B's Father and Child C's Mother stated, Mrs. Jackson has held parent meetings informing them of the issue and that suspected individuals would no longer be allowed in the building if they smelled or appeared under the influence of any substance. All interviewed parents agreed it could be in the clothing of children who reside in homes where marijuana is being used. 3

(1) A center shall provide toilet and hand washing sinks as follows: (b) A center operating with children in attendance 5 or more continuous hours a day shall provide at least 1 K toilet and I hand washing sink for every 15 children or fraction thereof.
On 03/24/2022, I conducted a telephone interview with the complainant. She stated that a friend who works for the center requested that she call in the complaint. The complainant has never been to or inside of the facility and does not have any children enrolled in care. The friend stated that she wanted to be anonymous but felt that a compliant needed to be made. She told her that the center only has one toilet and no working sinks. The center has four bathrooms with six toilets and sinks. The complainant was told that the person who runs the center is Angela Jackson. On 03/24/2022, I conducted an unannounced inspection at the facility. I interviewed licensee designee and program director, Angela Jackson. Ms. Jackson said that at no time was the center completely without toilets or sinks to use. The center began remodeling the bathrooms on the west side of the building on 03/12/2022 to create bathrooms that would have toilets and sinks that were easily accessible to smaller children. During the remodeling process there were times in which the water was shut off, but it was never for more than a few minutes. The center has never been 2 without usable sinks or toilets while children were present. The bathrooms on the west side of the building were closed, but the bathrooms on the east side of the building were always available for use. Construction was also being done by the city of Detroit from about June 2021 through December 2021. The city was replacing water pipes outside of the building on the main street that the center is located on. During the time in which the city was completing construction they did have to shut the water to the center off. The center was never without water for more than an hour when it was shut off. The city of Detroit provided the center with bottled water to compensate for cutting their water off for the time periods that the water was off. I interviewed child care staff members Alycia Wiley, Tanesha Taylor, Joyce Renfroe, Angel Matthews, Terri Ford, and Losi Dillard- Johnson. All staff members provided the same information. The site has had intermittent water shut offs while the bathroom model was in process. They have never been without water for more than an hour and never not had access to sinks or toilets for an entire day. They also referenced the work that the city completed last summer that caused a disruption to the water at the center, and stated they were never without working toilets or sinks for more than an hour. The facility has a total of four bathrooms. Two of the bathrooms are being remodeled to install small child accessible toilets and sinks. The construction began 3/12/2022 and was completed 3/28/2022. During my unannounced onsite inspection on 3/24/2022 the bathrooms were near completion. The west side of the building was also barely in use; there was one school age child completing online schooling. One of the two bathrooms that were being remodeled will have three toilets and one sink and the other will have two toilets and one sink: all at child height. The center has a capacity of 75. They will have more than enough toilets and sinks to satisfy their capacity requirements. On the east side of the building there were two bathrooms that were available for use. Each of the two bathrooms contained one toilet and one sink. Outside of those two bathrooms was a sink for use after diapering. The two toilets and three sinks were all working and available for use during the inspection. The east side of the building is where most of the children were located. I did a head count and there were 26 kids present during my inspection, as well as 26 signed in. The two bathrooms were sufficient to meet the number of children present that day. Additionally, I reviewed the attendance for the week of 3/14 when the construction began and the centers attendance for that week was between 22 at the lowest and 27 at the highest.
