On 5/13/2022, I conducted an unannounced inspection at the childcare group home of Sheila Wilkerson. Ms. Wilkerson was present in the home with two child care children, and her daughter/unsupervised volunteer, Shanelle Appling. Ms. Wilkerson stated she is always in the home. Nicole Gibby her licensing consultant was just at the home two weeks ago and she was present. She has no other jobs as she has been a licensed child care provider for the past twenty-plus years. Her daughter Shanelle is her emergency person and has been cleared on the child care background check system (CCBC) as an unsupervised volunteer. Shanelle denied Ms. Wilkerson is away from the childcare home during childcare hours. On 6/7/2022, I interviewed licensing consultant Nicole Gibby. She has been her consultant for years. She stated she has never had any concerns or problems with Ms. Wilkerson not being in the home. She has always been at the home during her 2 unannounced inspections. Ms. Gibby completed a renewal inspection at the home on 04/20/2022 and Ms. Wilkerson was present for that inspection. On 6/10/2022, I interviewed Child A's Mother. She stated Ms. Wilkerson is always there when she drops her child off in the morning at 7:00 a.m. and there at pickup time at 4:00 p.m. I interviewed Child B's Mother. She stated Ms. Wilkerson is there in the mornings and afternoon. She is a real stickler about the parents seeing her face. She has been with Ms. Wilkerson for 6 years and she has never had a concern.

On 5/13/2022, Ms. Wilkerson invited me in to view her home. She walked me through the first floor which included the kitchen, dining room, living room, bathroom, and two bedrooms. The home was neat and clean. There were no signs of excessive furniture or hoarding. There are no fire hazards. The basement was dedicated to child care. The child care area was clean, and neat and did not present any hazards. There was a clear unobstructed route to both exits. The child care area had plenty of equipment for the children and it was neatly stored. Again, there were no signs of hoarding. Ms. Wilkerson stated she and her husband are empty nesters. All their children are adults and do not reside in the home. Shanelle denied living in the home. Her listed address is in Harper Woods. 3
