On 05/12/2023, I completed an unannounced inspection at Proverbs 22:6 Childcare. Upon arrival, Licensee Designee/Program Director, Theaster Fair-Crutcher was not yet on site. I met with CCSM 1 who called Ms. Fair- Crutcher and informed me that she was on her way. I informed her of the complaint that the department received regarding a young male hanging around the facility smoking marijuana. CCSM 1 stated that there is an individual that stays at the facility in the evening time but that they are not aware of him smoking marijuana. He does not come in the building at all during the day and he never interacts with the children. After the Program Director, Ms. Fair-Crutcher arrived, she shared the same details as CCSM 1. She also stated that this individual does sometimes sit out front of the facility in the afternoons in a vehicle waiting for his girlfriend to get off work. She has never observed him smoking. While onsite I spoke to Licensee Designee, Destinie Lucas. She stated that she has never see anyone smoking in front of the facility and parents have never mentioned any concerns of individuals out front smoking. CCSM 2 and CCSM 3 both stated the same thing. During the onsite inspection, I observed the center to have a sign posted which states smoking and vaping is prohibited. On 05/23/2023, I called Child A's Mother, Child B's Mother, Child C's Father, Child D's Mother and Child E's Mother. Child A's Mother hung up on me and I haven't been able to reach her again. I was unable to leave a message. Child B's Mother, Child C's Father, Child E's Mother all stated the same thing, they have never seen anyone outside smoking. They have no concerns about individuals smoking on the premises. Child D's Mother said they have seen an individual waiting in a tan vehicle sometimes outside the facility, but they have never observed this individual smoking.
