On 10/21/2021, I conducted an onsite inspection at the facility interviewed program director, Para Hall-Reed. She said staff has not argued with 2 any parents. Parents are not allowed inside of the center. Child A's (two-year-old male) last day at the center was 5/17/2021. Child A's Mother refused to follow the center's drop-off policy. Child A's Mother was informed Child A had to be dropped off each day by a certain time. She continued to bring Child A at different times. Ms. Hall-Reed requested Child A' s Mother transfer Child A to New Beginnings Child Care and Academy #1, because they might be a better fit for her. Parents are aware of the center's withdrawal policy which is signed at enrollment. Child A's Mother only communicated with Ms. Hall-Reed when Child A was enrolled. There are no employees at her location named Ms. Vee or Ms. Dee. On 11/15/2021, I interviewed Vanecia Ayers, program director of New Beginnings Child Care & Academy # 1. Child A was a student at this from 5/24/2021 to 10/13/2021. She worked with Child A's Mother allowing him to be dropped off based on her work schedule. Child A's Mother did not like following the rules of the center. She was informed Child A was not allowed to return to the center. He was last in attendance 10/13/2021. I interviewed Child A's Mother. She said the staff at New Beginning Child Care and Academy talk to the children any kind of way. Child A was put out of all three locations because management does not like when you complain to them. She did not have a specific name of individuals to who she was referring, nor did she provide specific details surrounding the allegations. Ms. Ayers, also known as Ms. V, discussed her business in front of children and is unprofessional. Ms. Ayers does not work at this center. On 11/18/2021, I interviewed Child B's (five-year-old male) Mother and Child C's (three-year-old female) Mother. They both stated they do not have any concerns with the care of their children. They love the staff, and their children loves going to the center every day. Children are dropped off at the front and picked up at the front lobby. They have not observed any staff arguing with any parents. On 11/18/2021, I interviewed child care staff members, Shanina Washington and Kenisha Lance. They both stated the allegations are not true. Staff does not argue with parents. They have not observed any staff argue with parents. Parents are not allowed to walk through the building or into the classrooms due to covid.

On 10/21/2021, Ms. Hall-Reed stated she does not have staff at this location named Ms. Vee or Ms. Dee. Child A's Mother is confusing the location with the W. Chicago location staff. On 11/15/2021, I interviewed Child A's Mother. Ms. Dee works at the W. Chicago location. She jumped at the children to scare them. No one at the W. McNichols location was alleged to jumping at the children. On 11/18/2021, I interviewed Child B's Mother and Child C's Mother. They both stated that their children have been enrolled at the center for years. They have never had any concerns regarding inappropriate discipline. I interviewed Ms. Washington and Ms. Lance. They both stated that no one at this location jumps at the children as if they were going to hit them. They have never observed this happen.

On 10/21/2021, Ms. Hall-Reed stated that parents are not allowed in the center due to Covid restrictions. According to the center's policy, parents must notify the center director in advance if they would like to bring their own food in. The center provides two meals and two snacks to the children each day. More than enough food is provided to the children. On 11/15/2021, I interviewed Child A's Mother. The food is not good that the center provides to the children. Child A does not like the food and Child A was not given the food she brought for him to eat. On 11/18/2021, I interviewed Child B's Mother and Child C's Mother. They both stated that a menu is posted in the lobby. They know what is being served each day. All children are picky eaters. If something is served their children do not like, they are allowed to bring food in so their child is not hungry the entire day. Two meals and two snacks are served each day and their child has not complained about not having enough food to eat. I interviewed Ms. Washington and Ms. Lance. They both stated parents are allowed to bring food in for the child if they do not eat the food that is provided. They prefer if the parent brings in food, so their child is not hungry the entire day. I reviewed the center's food policy and lunch menu. Two meals and two snacks are provided each day that were of nutritional quality.

(1) Food and beverages provided by a center must be of sufficient quantity and nutritional quality to provide for the dietary needs of each child according to the minimum meal requirements of the child and adult care food program (CACFP), as administered by the Michigan department of education, based on 7 CFR part 226, 1-1-18 edition, (2018) of the United States Department of Agriculture, Food and Nutrition Service, CACFP, and is hereby adopted by reference. Based on interviews conducted with parents and staff, food and beverages provided by the center is of sufficient quantity and nutritional quality. I reviewed the center's menu that consisted of two meals and two snacks per day.
