On 08/04/2022 I received a complaint regarding the allegations and there was no contact person, address, or telephone listed to interview. On 08/04/2022 I initiated the investigation by calling Ms. Shirley Wright-Hailey, program director regarding the allegations. Ms. Shirley said on 08/02/2022 one of the air conditioning units stop working, which affected the infant and toddler classrooms to not have cool air. Ms. Shirley said immediately, she asked child care staff member, Kelly Rambo to call the infant parents to inform them that the infant room would be closed on 08/03/2022 due to the excessive heat. Ms. Shirley immediately moved the infants and toddlers to the preschool classroom and moved the preschoolers to the GSRP classroom. Ms. Shirley moved the GSRP children to a classroom in the annex. The annex is an approved space in a different building that is accessible through two doors. Ms. Shirley called Blue Ray Heating and Cooling to 2 schedule an immediate visit. The company fixed the air conditioning unit the following day, on 08/03/2022. I asked Ms. Shirley for contact information of infant parents as well as written statements from the staff who were present on 08/02/2022. 08/07/2022 I received written statements via email from employees, Kelly Rambo, Markita Burdett, Janae Cobb, Breianna Powers, and Janae Shell. All staff reported in their statements that on 08/02/2022, the air conditioner stopped working in the infant and toddler classrooms and the infant parents were contacted and informed not to bring their child to the center on 08/03/2022. All staff reported that the air conditioner was repaired on 08/03/2022 by Blue Ray Heating and Cooling. On 08/07/2022 I contacted Child A's, (6-month-old male), mother and Child B's, (7- month-old female), mother. Both mothers said they were contacted on 08/02/2022 by CCSM Kelly Rambo, informing them that the infant room would be closed on 08/03/2022 due to the air conditioner being broken. Both parents did not take their infants to the center on 08/03/2022. On 08/11/2022 I completed an onsite inspection. When I arrived onsite, I recalled the conversation I had with Ms. Shirley on 08/02/2022 regarding the allegations and to conduct our exit conference. I checked the thermostat; it read 72 degrees Fahrenheit. Ms. Shirley said there was never a time the infants were in the room in 95-degree temperature following the discovery of the air conditioner being broken.
