(11) A center shall maintain an accurate record of daily attendance at the center that includes each child's first and last name and each child's arrival and departure time. Electronic records may be used. If electronic attendance records are used, then they must be available to the department at the time of an inspection. If the electronic attendance records are not available during an on-site I inspection, then the center is in violation of this rule.

  On 12/19/2022, 1 conducted an unannounced inspection at the childcare center. Present was child care staff member (CCSM) Nashonda Taylor and three children. Ms. Taylor said they use an electronic app to keep attendance records. There was also an attendance sheet at the front door for the parents to sign the children in. I was able to observe attendance sheets and attendance that was on the app for the dates of 11/14/2022-11/18/2022. All children were signed in. I interviewed the licensee designee, Ms. Hayes by telephone. She stated they use the app to keep attendance records and there is also a sign-in sheet. On 1/4/2023, I interviewed the complainant by telephone. She stated she worked at the center for one week (11/14/2022-11/18/2022). There was no attendance sheets and attendance was not being kept on the app.

  R 400.8325 · R 400.8325 Sanitization. (1) All tableware, utensils, food contact surfaces, and food service equipment must be thoroughly washed, rinsed, and sanitized after each use. Multi-purpose tables must be thoroughly washed, rinsed, and sanitized before and after they are used for meals or snacks.

  I interviewed Ms. Taylor. She stated that bedding is sent out weekly to be cleaned. She showed me the cabinet where clean sheets and blankets are kept. There were clean sheets and blankets in the cabinets. I interviewed the licensee Ms. Hayes. She confirmed the center uses a laundry service for the bedding. I interviewed the complainant. She stated when she was there, the center was reusing the sheets and blankets. Children are not signed in and out on paper or in the app. Bedding is not cleaned or changed regularly There were dirty dishes left in the sink, and the smell of spoilt milk was noticed in the kitchen.
