  Based on the on-site inspection interviews with PD, LD Ms. Richardson, LC 1, and parents of children in care there is no evidence to support that LC 1 used prohibited punishments with Child A. Child A denied that LC 1 hit him. LC 1 denied placing Child A in a time out or shaking him in the air. The center's discipline policy was reviewed and signed by LC 1.
