On 01/04/2022, I conducted an unannounced investigation at Joybells Learning Center. I immediately observed a note posted on the door stating a child care staff member (CCSM) tested positive for COVID-19 and the facility would be closed until 01/10/2022. I contacted the licensee Mrs. Clarice Johnson and informed her of the complaint. She denied the allegation and stated, "I would never allow anyone in the facility with obvious signs of an illness. I always let my parents know what's going on especially with COVID going around." Children and staff are immediately sent home if they show any signs of an illness while at the facility. Mrs. Johnson follows her in-house written exclusion policy on a daily basis to ensure children and staff are safe. The policy was reviewed and approved by this department. According to Mrs. Johnson, on 12/29/2021 she received several telephone calls from parents and staff informing her of them experiencing flu like symptoms. Due to the number of calls received; she was reluctant to allow anyone into the building until she got a grip on what was going on. As parents arrived to drop off their child, they were informed of the situation and that staff were conducting a thorough cleaning. They were given an option to take their child home and there would be no charge. Mrs. Johnson and CCSM Tancia Green, the only staff member present, closely screened and monitored any child left at the center for symptoms. Mrs. Johnson notified the Detroit Health Department of the number of call ins and reported symptoms. She followed through on their recommendation to clean and "get everyone tested." Last year one parent reported her child was diagnosed with RSV. She immediately notified all parents and provided them a list of symptoms to look for. This is the same procedure she uses with COVID-19 cases. On 12/31/2021, Mrs. Johnson received verification that one child care staff member was diagnosed with COVID-19. She immediately called all parents and informed them of the confirmed case. Through notifying parents, she learned there was a total of six children that had been diagnosed with COVID-19 and another of her staff had also tested positive. Mrs. Johnson believes many of the positive cases were the result of many visiting with family over the Christmas break. On 01/20/2022, I interviewed CCSM, Tanicia Green and Diane Hood. They denied the allegation and stated parents are always made aware of any illness at the center. Mrs. Johnson will always call because it's easier and quicker to reach them. Postings will also be placed on the primary door of the center. Due to the most recent COVID-19 notification case being on the holiday, Mrs. Johnson called all parents and staff at home. A thorough cleaning of the facility took place and a posting was placed on the door of the center. Ms. Green or Ms. Hood are not aware of anyone working while diagnosed with a communicable disease. Those with 3 positive COVID-19 results must quarantine and be fully free of symptoms before being admitted to the center. They also report, parents often drop their children off knowing they were sick and would not notify anyone. When children are sent home, some parents become angry. On 01/24/2022, I contacted Child A's Mother, Child B's Mother, Child C's Mother Child D's Mother and Child E's Mother. Child A's Mother does not believe Mrs. Johnson is honest about the reporting of any communicable diseases. She is either late with the information or does not provide anything. Her delay in providing information subjects everyone to the disease and it's an inconvenience to working parents. Child B's Mother and Child E's Mother have no problem or concerns with the center. They believe everything is being done to keep the staff and children safe during the spread of COVID-19.
