  Based on my observations during the onsite inspection, interviews with the licensee, child care staff members, and parents of children in care, there is no evidence to support that Ms. McKinney has been under the influence of THC edibles while caring for children on 4/18/2026 or when children were not in care. Based on my onsite inspection and interviews, Ms. McKinney has acted in a manner that is conducive to the welfare of children.

The licensee shall ensure that the actual number of unrelated children in care at any 1 time does not exceed the number of children for which the child care home is licensed, not more than 6 children for a family child care home and not more than 12 children for a group child care home.

  On 4/22/2026, licensee Ms. McKinney did not ensure that the number of children she cared for did not exceed the number she was licensed for. On 4/6, 4/7, 4/8, 4/9, 4/10, 4/13, 4/14, 4/15, and 4/16. Ms. McKinney’s attendance records showed that she was providing care for more than six children.
