Electronic records may be used. If electronic records are used, they must be available to the department at the time of the inspection. If electronic attendance records are not available during an on-site inspection, the child care home is in violation of this rule.
On 12-01-2022, I called the Child A's Mother (5-year-old, male). She said she had been given a stack of papers to sign for Child A. She stated that she did not have time to really look at the forms, but she signed them anyway. On a second occasion, she was given more paperwork to sign, this time she looked at the papers. She observed that the forms showed that Child A attended the child care home from 8:00 a.m. - 5:00 p.m. daily. She said Child A only attends the child care home from 9:00 a.m. or later until around 4:00 p.m. She spoke to Ms. Edith Collins, the licensee about the discrepancies and they got into an argument. She decided to withdraw Child A from the daycare. On 12-05-2022, I made an unannounced visit to the child care home. At the time of my arrival, I interviewed Ms. Edith Collins. I informed Ms. Collins of the allegations. She denied the allegations and stated that it was Child A's Mother who wanted to put down 8:00 a.m. - 5:00 p.m. for Child A's attendance and that Child A's Mother had stated to her that she wanted her to get all the hours possible. She stated she informed Child A's Mother that she would get the allotted hours for Child A anyway and that it was not necessary for her to alter the times on the sign-in sheet as she will include the time on the attendance sheets that she has to submit. She showed me the sign-in log for the month of October and November, and for December 1, 2022. Child A was signed in by Child A's Mother daily. Child A's Mother signed the arrival time for 9:00 am, not 8:00 am as she alleged that Ms. Collins was putting on the sign-in sheet. Child A was being signed out at 4:00 p.m. or 4:10 p.m., and not 5:00 p.m. as alleged by Child A's Mother. 2 Ms. Collins said she does not insert any of the times on the sign-in sheet and that the parents put the time in. She also showed me her attendance book that she keeps for payment, and the times for Child A were listed by her for later times than what Child A's Mother had written or alleged. I observed that Child A was only attending the child care home once to twice times per week. On the days that Child A was not present, it was correctly reflected on the attendance log that was kept by Ms. Collins. She denied ever giving Child A's Mother a stack of papers to sign. Ms. Collins informed me that Child A may have special needs and she was attempting to encourage Child A's Mother to have him tested, and Child A's Mother became defensive. Also, in the parent handbook, the parents are told to call if any child will not be attending for the day and the cut-off time to be dropped off was 9:30 a.m. to prevent disruption in the other children's learning. On 12-01-2022, Child A was brought to the child care home at 10:00 a.m. and Ms. Collins confronted Child A's Mother. They had a disagreement and Ms. Collins expressed other concerns about Child A not getting some much-needed help. She said Child A's Mother cursed her out and told her she would quit her job and keep Child A herself. She also threatened to "fuck" her up and file a complaint to destroy her. Ms. Collins showed me text messages between her, and Child A's Mother dated 12- 1-2022, after Child A's Mother left her home. The text from Ms. Collins was expressing that she only asked her to call when children are not coming or call when the kids are going to be late. She asked her to "reconsider for Child A's sake" and that she always has extra help when Child A is present. Child A's Mother responded to the text, stating "Lady Stop texting me, you just said he can't keep coming late after telling me it was ok. I am quitting my job and you can go to hell." I called Child B's Mother (4-year-old, male) on 12-20-2022. She reported that she or her mother usually drops Child C off in the morning, and they are responsible for signing the child in and out. She must call if Child A is not attending the facility for the day or for the week. She reported being aware of the cut-off time that the children m
