On 04/1412023 I spoke with We scheduled an unannounced inspection for today at p.m. On 04114/2023, 1 completed an unannounced inspection with SR,wo I arrived at 3:59 p.m. and departed and 4:30 p.m. I interviewed was in charge during program director, absences. We discussed the allegations of the incident that was reported. 3 stated that she was not present when the incident occurred. She told us that Child A (4-year-old, female) and Child Care Staff Member (CCSM) 1 were at the child care center. CCSM 3 stated that CCSM1 has never had any disciplinary actions in her personnel file, and she has never witnessed CCSM1 inappropriately discipline any child. We discussed reviewing the video footage and she stated that she would contact Ms. District Manager to request the video footage. On 04/14/2023, 1 observed Child A at the child care center. Child A was observed playing outside with her peers. She appeared to be happy and running around. There were no marks, bruises, or injuries observed, attempted to complete a forensic interview with Child A, due to her age"an evel of understanding the interview was not successful. developed a safety plan regarding CCSM1. CCSM 3 agreed to not leave CCSMI alone with any children. She will have another staff available in the classroom with CCSM1. CCSM 3 agreed to report any abuse and neglect to MDHHS. She agreed to not allow CCSMI to interact with Child A until the investigation is completed. On 04/14/2023, 1 interviewed CCSM1 wit . She explained that around lunch time she was outside with heRr ass 2. She requested that Child A get up so that she could go inside. Child A refused to get up. CCSM1 told us that she told Child A to be a big girl and come inside. Child A observed her 1 little brother through the window of his classroom. Child A told CCSM1," that is my brother". Child A wanted to go talk with her brother. CCSM1 stated that she told Child A, "maybe she should be in her little brother classroom, and her little brother should be in her classroom since she wasn't listening and following directions." According to CCSM1 a citizen was walking past the gate who she did not know. The citizen told her to stop talking to Child A and let her play. CCSM1 told the unknown citizen to mind her own business. The citizen appeared to be upset. CCSM1 stated that she walked the children inside the child care center. CCSM1 said that she never touched Child A or spoke to her negatively. She stated that when they got inside there were no incidents. . She never yelled at Child A or grabbed her. CCSM1 stated that the citizen was outside the gate and could not really see or hear inside the gate. She stated that the allegations are false, and she would never do anything to harm Child A or any child. A safety plan was developed for CCSM1, she agreed not to yell or be physically aggressive with any children. She agreed to report any issues that she has with the any child. CCSM1 agreed to not to yell or be physical aggressive with any child. She agreed to notify the program director if she had any issues with any of the children. CCSM1 understood not to interact with any citizens outside of the child care center. explained to CCSM1 that she must keep her attention on the children who she is responsible for supervising. On 04/17/2023, I spoke with . We scheduled an onsite inspection for 04/18/2023. On 04/18/2023, CCSM 2 was interviewed. She stated that she was aware of the incident. CCSM 2 stated that she and CCSM1 took the class outside for recess at 10:30 a.m. Child A did not want to go back inside when recess was over. CCSM 2 stated that CCSM1 told Child A that it was time to go back inside and guided her by gently holding her hand. CCSM 2 did not witness CCSM1 scream, yell or touch Child A, using inappropriate discipline.
