    On 07/15/2021, I spoke to the complainant regarding the allegations. She stated that Child A (1 year old, female) has been attending '/2 Bright Horizons at Midtown Detroit since March 2020. Child A is in the toddler 1 room. The child care staff members in the toddler room are Spencer Johnson, Tanecea Huges and previously Dominique Lowmon. Ms. Lowman is no longer employed at the child care center. In mid-June 2021, Child A began to develop rashes in the genital area, vagina and buttocks area. The rashes were deep red in color, peeling skin and hurt to the touch. Child A was excruciating pain when her diaper was changed and if giving a bath. Child A had developed the rash three or four times. On 06/24/2021, Child A came home with a significant rash over her genitals and inner thighs. The diaper rash began to clear with treatment provided by the parent. The concerning rash was brought to the program director, Maryanne Pretko's attention. The complaint noticed in the daily log that there was hours 3 '/2 been diaper changes of Child A while at the child care center. On 06/29/2021, again another rash appeared. The complainant immediately brought her concern up to Ms. Pretko over the level of care being provided to Child A. Child A's skin was excoriated, bleeding and causing significant pain to Child A. Through extensive treatment they were able to clear the rash by 07/05/2021. Then on 07/09/2021, Child A came home with a diaper rash again. At that time, the complainant reviewed the Bright Wheel application where the diaper changes are logged and reviewed the number of diapers provided to the center for diaper changes. Using the center documentation, the center should have run out of diapers weeks ago, but the center stated that they still had 20 or more diaper left for Child A. The child care center hwas provided an half of a case of Costco diapers in April 2021 and the center had not ran out of diapers or requested more diapers. The complainant stated that she brought the issue of Child A's diaper not being changed regularly, Child A's rash, and the number of diapers being used to Ms. Pretko, and nothing changed. According to the complainant, Ms. Pretko asked her if she thought the rashes were coming from Child A eating tomatoes. The complainant felt like tomatoes had nothing to do with the rash and had more to do with Child A not being changed timely. The complainant stated there were other issues regarding staff shortages and changed meals logged into the system but not reflected on the meal plan at the child care center. On 07/15/2021, the complainant provided documentation of four emails that was sent to the child care center regarding the concern of the care being providing to Child A. The emails dates were 05/11/2021, 06/24/2021, 06/29/2021 and 07/14/2021. The email from 05/11/2021, was sent to Amy Bernat, previous program director, regarding the concern about the Bright Wheel report regarding Child A's care while at the child care center. The email stated that the information in the daily reports seem to be sparse. Majority of the information was added after Child A was picked up for the day. The meals were not entered in a timely manner and the 3 amounts of food eaten were rarely listed. There was also a concern about Child A having fecal remnants from her bowel movement earlier that day in her skin folds of her groin and stuck to her buttocks and genitals that called her to breakout with a very inflamed rash. The email from 06/24/2021, was sent to Ms. Pretko, regarding Child A's severe rash and lapses in care in the toddler 1 room. According to the email, information entered into the Bright Wheel application entered hours after things have occurred. There was some concern regarding when the complainant called the center to check on Child A and her care she received, the answers seem less comforting (i.e., they've been busy).
