On April 12, 2023, I initiated this investigation by interviewing Child A's Grandmother. During the telephone interview, Child A's Grandmother stated that Child A told her that her school friend touched her "cookie". When asked to point at her cookie, Child A pointed to her vaginal area. Child A said that she told the teacher and the teacher "didn't care". Child A's brother asked the teacher about 2 it at school the next day and was told that she didn't believe that Child B would do that. Child A's Grandmother didn't know which teacher. Child A's brother was not available to be interviewed. On April 26, 2023, during an unannounced on-site inspection, I interviewed the program director/lead teacher Maria Dimitriou, childcare staff members (CCSM) 1, 2, and 3. Child A was also present and observed. Ms. Dimitriou reported that Child A's Grandmother reported that on April 6, 2023 (Thursday) Child A was touched in the "private area" by Child B. She said there was not a time that the children were unsupervised. She never saw Child B touch Child A inappropriately. Child A did not report being touched to her. Ms. Dimitriou stated that Child B is not "touchy feely" and does not believe that he would touch her like that. On April 26, 2023, CCSM 1 said that she was not in the classroom therefore did not see any inappropriate behavior. CCSM1 reported that both children are still enrolled in care. There have not been any other complaints of this nature regarding Child B. CCSM1 reported that CCSM 4 talked to both children and both children did not report a touching incident. On April 26, 2023, CCSM 2 said that Child A did not report being touched. CCSM 2 said the children do not nap close to one another. No other child has complained about Child B touching or acting inappropriate. On April 26, 2023, CCSM 3 denied knowledge of the alleged incident. She stated that on the date in question, Child A and Child B didn't play together. They don't sit close together, and their cots are not close during nap time. Child A was "acting normal". On April 27, 2023, CCSM 4 was interviewed by phone. She said she was able to talk to each of the children separately. She asked Child A to name her friends, she named all-girls. When asked if Child B was her friend, she said no, he doesn't share. She asked if Child B had been "mean" to her, she responded again that he doesn't share. When asked if Child B hits or touches her, she said no. CCSM 4 asked Child B similar questions. He said that Child A was not his friend because she does not share at the magnet station. She asked Child B if he ever hits or touched Child A, he responded no. On June 28, 2023, Child B's Mother reported that she feels that the child care teachers keep a "good eye" on the children. She has not had any complaints. Child B liked going to school and the teachers were nice. On June 28, 2023, I attempted to interview Child C's and D's Mother. At the time of this report there has been no response. 3
