On November 9, 2020, I initiated this investigation via telephone with Carla Bailey, program director. Ms. Bailey reported that she is aware of the allegations and denied that child care staff members encouraged the children to I -year ~fight. Ms. Bailey reported that Child A -old ) and Child B i-year-old ) were in a fight, but the child care staff memI"bers that were present stopped ght. On November 12, 2020 during an onsite inspection, program director, Ms. Bailey was present along with licensee, Carllisle Whitfield. At this time, Ms. Bailey reiterated that the child care staff members did not encourage the two to fight. She reported that Child A's mother accused the staff of making the chi ren fight. Ms. Bailey reported that Child A's mother also yelled racist slurs and became very aggressive. Ms. *BBaile eported that the to have Child A's mother Ms. Bailey reporte t at a er t e children were separated, s e as e i the incident. She played an audio recording of Child A explaining that hit Child B first starting the fight. Ms. Bailey stated that child care staff members as not ever encouraged children in care to fight. On November 12, 2020 Ms. Whitfield reported that the altercation between Child A and Child B carried over from the day before. Child A hit Child B's , year-old -) who is also in care at this facility. Ms. Whitfield reported that Child s mother was angry that Child A was hit by another student. She said that Child A's mother called them ' "and became aggressive. She reported that the children were not encouraged to fight. She said that there were child care staff members present and they stopped the children immediately. Ms. Whitfield also reported that none of their staff members have ever encouraged their children to fight. On November 12, 2020, child care staff member reported that Child A hit Child C on November 4, 2020. She stated that the next day, November 5, 2020, Child A approached Child B who is asking, "Do you want to fight?" reported that Child A then hit Child B. She re orted that a teacher immediately stood in between the two children to stop them. reported that she has never witnessed staff members encouraging children to fight. On December 23, 2020, Child B's mother reported that Child A started a fight with Child B on November 5, 2020. She reported that she was contacted by telephone regarding the incident. She stated that she returned to the center to pick up Child B. Child B's mother stated that she has never observed staff encouraging children to fight. She reported that she has not had any concerns with the care being provided at the child care facility. 3
