Appropriate care and supervision of Child A was provided by Lead Teacher 1. There is no evidence of bruises on Child A. There is only one small bathroom in the GSRP 1 classroom and there is no evidence of more than one child entering the bathroom when it is being used. There is no evidence of Child A, or Child B exposing their private parts to each other while in the bathroom.

On 08/11/2021, I conducted a telephone interview with the complainant. The complainant said Child A caught hand, foot, and mouth virus while at the center. She said Child A was infected on 08/05/2021 or 08/06/2021 but did not show any symptoms for a couple of days. This led him to infecting three other infants, two of the children are the complainants. The complainant's children does not attend the child care center, however, she said parents at the center were not notified that the center had an outbreak of this virus. On 08/12/2012, I conducted an unannounced inspection to the center. I interviewed program director and licensee designee, Eva Sobh. Mrs. Sobh denied that the allegations were true. She said she was informed on Sunday, 08/08/2021 that Child B's (2-year-old male) was in the hospital. Child B's Mother informed her that Child B had been diagnosed with hand, foot, and mouth virus. She immediately sent a notification to all parent via text. Mrs. Sobh said after notifying parents, Child A's Father said Child A also had the virus. She cleaned and disinfected the rooms and told parents to keep the children home for a week if they experienced any symptoms. It was determined that four children in the infant and toddler room had contracted the virus. Mrs. Sobh said she did not know about any of the children having hand, foot, and mouth until 08/08/21 and all parents were immediately notified. During the onsite inspection, I viewed that text message sent to parents. The messages stated that one of the children contracted hand, foot and mouth virus. The text also provided parents with the symptoms of the virus and a recommendation to keep the children home if they were ill. I provided technical assistance to Ms. Sobh regarding printing the information from the U.S. Centers for Virus Control and Prevention (CDC) website and positing it. Mrs. Sobh posted the CDC article at the entry door of the center. On 08/16/2021, I conducted a telephone interview with Child B's Father. He confirmed that he contacted Ms. Sobh on 08/08/2021 and informed her that Child B was diagnosed with hand, foot and mouth virus.
