On 5/20/2022, I completed an unannounced onsite inspection at KinderCare- Davison. I conducted and interview with program director Katherine Coffeen. This occurred in their transitional kindergarten room. The lead is child care staff member 1 (CCSM 1) Sue Hannigan. There was an assistant child care staff member (CCSM 2) Jessica Hesscott in the room as well. Child B was sent home following the incident and was asked to stay home on Thursday to take a break. CCSM 3 1 was going to be out on Thursday, and they felt it would be better to just let Child B take a break at home. They have been working on impulse control. Child B often has to be the teacher's helper, so they are near the teacher. Parents of children in the center do not want to see behaviors like this occurring. Child B has had some previous behavior issues, and has been sent home for various other incidents, none like this one. Child B is one of the oldest in the classroom at this time and can be seen as a leader to some of the children due to his age. Child B is very handsy and is often redirected to keep his hands to himself. There have been some issues on the playground with the boys running around and smacking people on the butt area, they have been redirected and working with the classroom on appropriate behaviors. Ms. Coffeen notified the regional director, Kyra Hall-Elzy of the incident. Child B does not have any siblings at the center; however, he does have older stepsiblings, he mentioned a brother to CCSM 1. Child A's parents were notified, they were concerned about the incident but not overly upset about it. They did not make a big deal about it at the center, and Child B had been sent home, all the kids were fine afterwards. Child A's parents relayed Child B got sent home for being naughty and calling a kid a "butt." I interviewed CCSM 2, Jessica Hesscott, she has been employed at the center since September of 2022. Prior to working as the assistant in the transitional kindergarten room, she had previously been the lead in the preschool room. Technically she is a floater but works in the transitional kindergarten room. There are about 16-17 children in the room, she believes 15-16 on the day of the incident. Child B has been at the center since he was in the toddler room. Child A started in the preschool room. The incident occurred during circle time. CCSM 1 was sitting at the table and Child B was in front of her. She was working with transitioning to outside time, so she was by the door working with other children. She heard CCSM 1 say "Don't do that." CCSM 1 then took Child B with her to the office, and another teacher entered the room to maintain ratio. CCSM 1 came back and told her Child B had asked Child A for his hand, and then put Child A's hand on Child B's private part in the front over clothing and rubbed it in a circular motion. There has not been an incident like this in the past with Child B, however they have had issues with him as he is a "handsy" kid. He is always putting his hands on other people, getting in their face, smacking on butts, and hugging other kids. Child A appeared to be fine, CCSM 1 talked with him, he did laugh a lot the rest of the day. CCSM 2 recalled she had been incorrect they had been finishing breakfast, and then were transitioning to circle time, not leaving circle time, and transitioning to outside time. When Child B was brought back, he was sat at the table and CCSM 3 accompanied him and sat next to him at the table. Child A remained a little strange throughout the rest of the day, he was laughing a lot, and laughing in people's face, but it could have been an excitement thing. Child B sat at the table until his father came and picked him up, which was fairly quickly. Child B's father did not say anything to anyone, he just came in and got Child B. They have had to come a lot before as Child B has been sent home a lot, and they have had an ongoing dialogue with parents about Child B. There was one incident witness
