Adult household member Tyler Allman and licensee Margaret Nichols had a verbal altercation and then Tyler Allman was physical hitting Minor Household Member I (hereinafter "MHMI" year-old female). It is unknown if Margaret Nichols and Tyler Allman are suits le to care for and/or for the welfare of children. On April 14, 2022 on the matter. ■ she had met with the family, if she d be making contact on April 20, On April 19, 2022; 1 attempted an on-site inspection. I knocked on the side door and rang the doorbell but there was no answer. I walked past the living room window to get to the front door and there was no answer there either. I did not see any children when I walked past the living room window. I left a card on the side door. I left a voicemail and a sent a text message to Ms. Nichols. On April 19, 2022, 1 received a telephone call from Ms. Nichols stating she was home and did have child care children; she was just putting her son down for a nap upstairs when I had stopped by. On April 19, 2022, 1 completed an on-site inspection. I interviewed Nichols. licensee. Ms. Nichols stated the incident occurred either Saturday April 2022, or Sunday April 10, 2022, she had a verbal disagreement .with her live together partner Tyler Allman. Mr. Allman and she were supposed to go on a date, and he ended up having to work late. She yelled at him, and they were arguing verbally. Her daughter, MHM1 was on her outdoor playground and the window to the back of the home was open. At one-point MHM1 said, "Stop screaming and yelling" and she covered her ears and said, :'stop, stop" from her play area. She went outside and comforted MHM1 and that is when acknowledged her. Ms. Nichols attempted to leave with MHM1 and MHM2, but the key fob to her vehicle has been non-functioning and she was unable to use the vehicle. Therefore, Mr. Allman left and went to his parents' home alone. Ms. Nichols stated no one was physical with anyone and Mr. Allman never choked her, and he never touched MHM1. Ms. Nichols stated MHM1 has ~, and she knows she is different from other children in school and struggles ecause 4 of . Ms. Nichols stated she and Mr. Allman tried o talk to herRoWu eP Re"agatoons on Saturday and MHM1 just cried and did not say anything. Ms. Nichols stated there has never been any domestic violence between her and Mr. Allman or with anyone in her home, Mr. Allman loves MHM1 and does not understand why she would say the things she did. They went to Disney for spring break and MHM1 was complaining of her right hip hurting but the next day she said it was fine. MHM1 never complained about any other injury. Ms. Nichols reported she heard from other parents that there has been an issue with children at school watching "Huggy Wuggy,;' and she has heard MHM1 talking about Huggy Wuggy recently. Evidently, it is a show that depicts to children violence, killing your parents, and decapitation. She has not investigated yet but plans to research this and find out more. On April 19, 2022, 1 received an email from Margaret Nichols with a completed Notification of Changes in Status — Family and Group Child Care Homes. The document was reviewed, and it reports the On May 12, 2022. 1 emailed requesting an update, On May 26, 2022. 1 interviewed adult household member Tyler Allman. Mr. Allman stated the only thing that occurred between him, and Margaret Nichols was an argument because they had each made different plans and this led to the argument which was verbal only and occurred inside the home. His daughter MHMI was outside playing on her climber at the time. There were no child care children present at the time as it was after child care hours of operation. He works from 7:00 a.m. to 6.30 p.m. and is rarely ever home when the child care children are present; he has seen the child care children maybe two-three times for a very short time in the time Ms. Nichols has been licensed. On May 26, 2022, 1 interviewed Licensee Margaret Nichols. As to the conversation on April 19, 2021, regarding being upstairs when I attempted the home visit, she stated she had put her son to bed and was upstairs for approximately ten minutes. During that time, the child care children were downstairs alone. I discussed licensing R 400.1911(1) which requires she always provide appropriate care and supervision of the children in her care. I explained when she leaves the children alone for ten minutes and goes to another floor out of sight and sound, she cannot provide appropriate care and supervision of the children in her care. I suggested she either license her upstairs for child care use and take the children with her when she puts her son down or she create an appropriate place for him to sleep on the main level of the home where she can appropriately supervise the child care children. I discussed the concern that her front door exits to the yard which is approximately 50 feet from a well-traveled road. I explained in 10 minutes a child who has the desire and ability could easily exit her home and travel without her knowledge. Ms. Nichols stated she understands this rule now and moving forward will ensure she is compliant with the rule. . ................. ........................
