(1) A center shall have a written plan for how and when a parent is notified when personnel observe any of the following: (a) Changes in a child's health. (b) A child experiences an accident, injury, or incident. (c) A child is too ill to remain in the group.
On January 6, 2022, child care licensing consultant, Ms. Chimere Simmons and I completed an unannounced on-site inspection. We interviewed program director and licensee designee, Ms. Trish Carr, and child care staff members, Ms. Alexandria Potter, Ms. Brigitte Foss, Ms. Emily Stasie, Ms. 2 Hannah Osoria and Ms. Aylin Silva-Pena, separately. Child care staff members, Ms. Linda Dickerson and Ms. Lucy Demilio, were not present during the inspection. Ms. Carr said she is unaware of any incident of a child taken to the emergency room. Ms. Carr recalled there were two children that were sick in December 2021. The exact dates are unknown. Child A (female, 11 months old) is in the infant classroom. She had a food allergy. The child care center does not provide Child A's meals. Child A's Mother prepares Child A's lunch and brings it to the center. Ms. Carr said she called and informed Child A's Mother. She does not believe Child A was taken to a hospital or Urgent Care. Ms. Carr said Child B (male, 20 months old) is in the toddler classroom. He had a double ear infection and was prescribed antibiotics. The medication was administered at home before Child B was dropped off at the child care center. A child care staff member noticed that Child B had a rash. Ms. Carr said she called and informed Child B's Mother. Child B's Mother arrived and picked up Child B. Ms. Carr said she always calls and informs parents when their child is sick. She does not document the illnesses. Ms. Carr said she has not received complaints from any parents. Ms. Alexandria Potter is the office manager. She works Monday through Friday from 8:30 A.M. to 6:00 P.M., and sometimes at 2:00 P.M. Ms. Potter said Child A had pesto for lunch and suffered a possible nut allergy. The center does not provide Child A's meals. Child A's meals are prepared and brought in from home. Ms. Potter doesn't remember the date of the incident but she believes it was either in November or December 2021. She remembers that the incident occurred later in the day during pick-up time. Ms. Potter believes Child A's Mother arrived at the center around 5:15 P.M. Child A's Mother was present when Child A vomited. Ms. Potter said Child B had a rash and that they believed it was an allergic reaction to his antibiotics. Ms. Potter said she does not know if Child A or Child B were taken to the hospital or seen at a physician's office. Ms. Potter said they use an application called HiMama. The app is used to document meals, diaper changes and to communicate with parents. Ms. Potter said each classroom has a tablet with the HiMama app. Ms. Brigitte Foss is a child care staff member in the Infant 2 Classroom. She works Monday through Friday from 7:30 A.M. to 6:00 P.M. Ms. Foss has been employed with the child care center for ten years. Ms. Foss does not have any concerns regarding how the office managers handle sick children. 3 Ms. Foss said if a child is sick, she monitors the child and informs the office manager. She does not call parents; the office staff are responsible for calling parents. Ms. Foss said if a child has any food allergies, she makes sure that the child is not given anything that he or she isn't supposed to have. She also makes sure that the child with the food allergy isn't sitting next to other children. Ms. Emily Stasie is a floater and assists in different classrooms, but she usually assists in the Infant I Classroom. Ms. Stasie said when a child is sick, the office managers contact parents; she doesn't call. She uses the HiMama app to document the children's diaper changes, meals and feelings. She may also use it to communicate with parents if they're out of diapers for the child. During the interview, Ms. Stasie pulled up the HiMama app for Child A and Child B. I reviewed Child A's profile and saw that it was noted that she has a suspected peanut allergy. There were no comments or entries for Child A in the Health Log for December 2021.
