I completed an onsite inspection and interview with Ms. Teller on 10/16/2020. It should be noted that prior to this complaint being made, Ms. Teller 2 called me on 10/15/2020 to ask for advice about Child A. Ms. Teller had concerns for Child A's safety because Child A did not come to child care that day (10/15/2020) and Ms. Teller had concerns that Child A's mother often appeared mentally unstable. Ms. Teller also had concerns that Child A was not on track developmentally as he could not hold his head up, track with his eyes and often did not respond to familiar faces as Child A had a flat affect. I encouraged Ms. Teller to continue to try and contact Child A's mother to inquire why Child A was not brought to child care that day. Ms. Teller also suspected that the reason Child A was not in care was due to it being the first day Child A's mother had to pay Ms. Teller. During my interview onsite, Ms. Teller reported that Child A's mother contacted her about a child care opening. She explained to Child A' mother that she only had an opening for a few weeks because after that she had a new baby starting once the mother's maternity leave was over. Ms. Teller said that Child A's mother never met her prior to Child A's first day, she just dropped him off at 6:30 A.M. and left Child A with her for the day. Child A was only in care with Ms. Teller for eight days. Ms. Teller said that during that time she provided Child A with diapers and formula because Child A's mother told her she had no money for Child A's needs and just started working after fleeing from an abusive relationship in Florida. Ms. Teller noted that Child A arrived by public transportation every day, so she knew Child A's mother did not own a car and needed help getting on her feet. However, Child A's mother did bring water for Child A's bottles and insisted that Ms. Teller only use the water she brought for feeding and for cleaning Child A's bottles. Ms. Teller recalled a time that she had put Child A's bottles though her dishwasher in an attempt to help Child A's mother out, and Child A's mother "freaked out" on her about never using any water on the inside or on the outside of Child A's bottles. Ms. Teller denied ever putting anything in Child A's bottle aside from formula and she denied leaving a mark or even seeing a mark on his chest. On 10/19/2020 I spoke to the reporting person. They reported that the mark on Child A's chest appeared to be eczema and Child A appeared well and healthy. 3 On 10/21/2020 I attempted a phone interview with Child A's mother. Upon answering, Child A's mother did not believe I was a worker from the State of Michigan and asked me to prove myself. I asked Child A's mother to call my cell phone back so she could listen to my voicemail message that identifies me as a Licensing Worker for the State of Michigan. After doing this, Child A's mother agreed to speak with me. I began asking Child A's mother questions regarding the care Child A received with Ms. Teller. Child A's mother stated "I know she drugged my baby and I don't believe that the spot on his chest is eczema, she got everyone covering for her". At this point in the interview I asked Child A's mother who she believed was covering for Ms. Teller. Suddenly Child A's mother became hysterical and stated "You are one of them, you are a child in her daycare, I recognize your voice and I can hear her daycare in the background, you are a child just calling for her to get information". Child A's mother then hung up the phone. I attempted to call her back, but the phone call continued to be sent to voicemail. I also spoke to Child B's mother and Child C's mother on 10/21/20. They both reported that they have no concerns with Ms. Teller as a child care provider and they both feel their child receives nothing but excellent care from Ms. Teller.
