R 400.1932 · R 400.1932 Home maintenance and safety. (1) The structure, premises, and furnishings of a child care home must be in good repair and maintained in a clean, safe, and comfortable condition.
On 9/14/2021 I received a special investigation that the home and bathroom were unsanitary. I was already scheduled to complete the renewal inspection. Upon arrival to the child care home I found debris of garbage on the steps and landing leading into the home, where the children enter and exit and a bottle of pesticide within the children's reach. When entering the home, I found the floors in the child use areas to be dirty, with some sub flooring exposed in one area. There were also nine small dogs of the shiatzu breed all in the child care use area. In the child care area, the carpet was covered in dog hair, with children's toys also on it. There were totes and boxes filled with miscellaneous household items. The table used for meals appeared to be unclean and in need of washing as it had ample black spots and left-over food particles on it. There was a kitchen style chair at the table that had a vinyl seat that was torn in several places, with the sharp vinyl sticking up. The bathroom that the children use is located in the daycare room of the home. It was extremely dirty with the garbage overflowing onto the floor, hazardous items such as peroxide, hairspray, cleaning solutions, shampoos, and soaps were within children's reach. I interviewed Mrs. Fillmore during the inspection on 9/14/21. She reported that currently they only have one working bathroom in the house, which is the same bathroom used by the children in care. This is the reason there was so much clutter and disorganization in the bathroom. She understands she needs to keep it in a clean and in sanitary condition. Mrs. Filmore said that the nine dogs are not usually in the child care use area. Mrs. Fillmore also said that the children do not use the metal chair with the vinyl seat, but it was at the table where children sit. Mrs. Fillmore was very cooperative and said she and her husband are in the process of replacing the floor so that is why there some plywood was exposed in spots. She agreed to put a rug over those areas. The child care staff member Ashley Smotherman reported that her children attends the child care home and the condition of the child care home is not typically in the condition it was today. I attempted contact with Child C's mother on 9/14/21, 9/30/21, 10/22/21 and 10/25/21. I left a message on all occasions with the exception of 10/25/21 as the mailbox was full. Child C's mother did not return my contact attempts. I made contact with Child A's mother and Child B's mother on 10/25/2021. Child A's mother reported that she really gets along well with Mrs. Fillmore but believes the home could be kept in a cleaner condition. She said her child comes home dirty most days and she believe that to be from the floor of the home more than from playing outside. She has not gone into the bathroom that the children use, so she was unsure about that. She would be more satisfied with the care her child receives if the home was cleaned. Child B's mother reported that she has concerns with the 3 smell and cleanliness of the home, but her child has always appeared very happy with Mrs. Fillmore and her staff. She believes Child B is well taken care of and that is what is most important to her.
