On 08/05/2021, I conducted a telephone interview with Complainant. Complainant indicated that Child A (three-year-old female) was diagnosed with a skin disorder called molluscum and she "probably" got it from the child care center. The skin infection is contracted after "skin to skin" contact. Complainant denied being aware of any skin infections at the center. She also did not notify the child care center staff of Child A's infection. Complainant was concerned that the center was not cleaning 2 properly because Child A could have gotten the infection from the center. Child A is no longer attending care at the center. On 08/09/2021, I conducted an unannounced onsite inspection at Spark's Little Learners Academy. I spoke with child care staff member, Natalie Kerner. Ms. Kerner denied being aware of any current skin infections going around the center. There is an occasional diaper rash, but no other known skin infections that she was aware of. Child care staff members try to keep the children socially distanced as much as possible and wash, rinse and sanitize tables and equipment as required. I asked Ms. Kerner when the last time a child had a skin rash while in care. Ms. Kerner stated about a year ago, Child B had a molluscum skin infection. Child B's Mother was contacted to pick Child B up after child care staff noticed some bumps on Child B's skin. Child B's Mother took Child B to the doctor and the rash was treated. Child B's Mother did a good job of keeping the skin bumps covered with bandages and clothing, per the doctor's instruction. Ms. Kerner denied that any other children contracted the skin infection after Child B was diagnosed. Child B is still enrolled in care but attends irregularly. During the onsite inspection, I conducted an interview with the licensee designee and program director, Marnise Smith. Ms. Smith denied that there were any current skin rash infections at the center. She confirmed that Child B had a rash "over a year ago" and that a doctor's note was submitted by Child B's Mother that the rash was not contagious, and Child B could return to care. Ms. Smith located the doctor's note which was dated 02/24/2020. On the doctor's note, the limitations for Child B were that she "may return with the exception of wearing bandages and clothes to cover the lesions." At the time of the diagnosis, Ms. Smith notified parents of the molloscum infection through a message on the center's app. Ms. Smith indicated that no other parent, including Child A's Mother, informed her of a skin rash. Additionally, Child A did not start in care until March 2021 which was 13 months since the time Child B had the skin rash. Ms. Smith explained that the tables and equipment are washed, rinsed, and sanitized as required. A cleaning crew also comes in weekly to do a deep sanitizing of equipment and furniture. Ms. Smith confirmed that Child A was no longer in care at the center. She indicated that Child A was released about two weeks ago because of recurrent challenging behaviors including hitting and hurting other children. On 08/16/2021, a left a telephone message for Child B's Mother. A return call was not received. 3 On 09/07/2021, I conducted a telephone exit conference with Ms. Smith. I informed Ms. Smith that I had found no evidence to support a violation of the maintenance of premises rule.
