On 08/23/2022 the complainant stated that she did not observe the incident with Child A. She was informed that on 08/16/2022 Ms. Harrison picked Child A up by his arm and leg, shook him, and placed him back on his cot during naptime. She was also informed that Ms. Harrison will hit the children's heads against the wall if they are not listening. The complainant heard this information from a parent but did not see this first-hand. 2 On 08/24/2022 Ms. Raupp stated that the program director Erin Wolford was on vacation. On 08/17/2022 Child A's Mother contacted Ms. Raupp and stated that she observed Ms. Harrison on the center's app getting frustrated with Child A on 08/16/2022. Child A's Mother did not give any specific actions that were observed, nor did she say anything about Ms. Harrison picking Child A up by his arm and leg, shaking him, and placing him back on his cot during naptime. Ms. Raupp informed Child A's Mother that she was glad that Child A's Mother had informed her, and she would speak to Ms. Harrison. She spoke with Ms. Harrison on the same day and informed her that a parent had informed Ms. Raupp that she seemed frustrated at nap time. Ms. Raupp reminded Ms. Harrison that there are cameras and others are watching, so if Ms. Harrison needed help, she would go into the classroom to help her. Ms. Harrison stated that she was not frustrated or overwhelmed, and she would never do anything to the children. For the rest of the day, Ms. Raupp watched the classroom on the live-feed video to observe Ms. Harrison's interactions with the children. Ms. Raupp did not notice anything inappropriate during her observation and no one has ever stated that they had a concern with Ms. Harrison's behavior in the classroom. Ms. Raupp has no knowledge of Ms. Harrison hitting children's heads against the wall. Ms. Harrison stated that Child A was getting off his cot during nap time and she placed him back on the cot and placed her hand on his bottom so that he would not get off the cot again. She said that she wanted him to feel the presence of her hand, so she applied a slight pressure on his bottom, just enough for him to know that he should stay on his cot. She was not being aggressive, just firm but gentle, because she was not upset or frustrated. Child A's primary caregiver is Ms. Turner, and she was not working on 08/16/2022 so Ms. Harrison was working with Child A in her absence. On 08/17/2022 Ms. Raupp spoke to Ms. Harrison about her being frustrated and the way that she had put Child A down for nap. She did not remember picking Child A up by his arm and leg because she would never do anything to hurt a child. Ms. Raupp explained that if Ms. Harrison was frustrated with the children during naptime, she should let her know and Ms. Raupp would help her. Ms. Harrison stated that she has never and would never hit a child's head against a wall. Ms. Turner was not working on 08/16/2022 and no one spoke to her about the allegations. She is Child A's primary caregiver, and she does not have a problem with him going to sleep during nap time. She has never observed Ms. Harrison being rough with the children in any way or hitting their heads against the walls. Ms. Land stated that she was present in the toddler classroom on 08/16/2022 and she did not observe Ms. Harrison being rough with Child A when he did not want to lie down on his cot during naptime. She knew that Ms. Harrison was with Child A, but she did not see her with him because she was on the other side of the classroom with her assigned children. She did not hear Ms. Harrison being inappropriate with 3 Child A, and she has never observed her hitting the children's heads against the walls. On 09/28/2022 Child A's Mother stated that on 08/17/2022 she informed Ms. Raupp that she had observed on the classroom video on 08/16/2022 Ms. Harrison pick Child A up by his arm and leg and slam him on his cot. On 05/25/2022 I spoke with the complainant via telephone. The complainant had heard from some staff members that Staff Member A was drinking alcohol while working at the center and caring for children. The program director, Erin Wolford was informed that this was occurring on the center's premise. Ms. Wolford gave Staff Member A one week off work but did not terminate her employment since the center is having a staffing shortage and Staff Member A is needed to maintain ratio. On 05/25/2022 I conducted an unannounced on-site inspection. I interviewed Erin Wolford (program director/licensee designee), Staff Member B, Staff Member C, and Staff Member D. Staff Member E was interviewed via telephone while at the center. The interviews were privately conducted in a storage/workroom. Ms. Wolford stated that Staff Member A worked at the center from 02/16/2022 to 04/14/2022 as a floater. Ms. Wolford stated that numerous staff members came up to her on 04/14/2022 and voiced their concerns regarding Staff Member A. The concerns were that they could smell alcohol on Staff Member A's breath, and that it was suspicions that she kept her water bottle in her purse and would step into the closet to drink from it. Ms. Wolford spoke with Staff Member A on 04/14/2022 regarding these concerns. Ms. Wolford denied smelling any alcohol on Staff Member A during this conversation. Ms. Wolford did not ask to see the water bottle that she was drinking from but stated that Staff Member A denied that it contained alcohol and denied that she was drinking alcohol while at the center. Ms. Wolford asked Staff Member A to take a week off to "cool down" and to take some time to address some personal issues Staff Member A was dealing with at home. Ms. Wolford denied ever seeing Staff Member A act intoxicated or inappropriate while working at the center. Ms. Wolford indicated that Staff Member A never came back to the center after her week off but was not officially terminated due to this incident. Staff Member A's last day at the center was 04/14/2022. Staff Member B stated that some staff members approached her and were concerned that Staff Member A was drinking alcohol while working at the center. Staff Member B denied that she ever smelled alcohol on Staff Member A or that she ever appeared intoxicated while at the center. Staff Member B indicated that Staff Member A would routinely keep a bottle out on the counter, but that she would occasionally step into the closet and drink from a second water bottle that she kept in her purse. Staff Member B stated that Staff Member A told her the second water bottle contained lemon water. Staff Member B never looked in the bottle, or asked Staff Member A to show her the contents of the bottle. Staff Member B denied that the center had ever received parent complaints involving Staff Member A's behavior towards the children, or regarding her interactions with the parents. Staff Member C stated that she worked with Staff Member A in the infant 2 classroom for about two weeks. Staff Member C said that Staff Member A would sometimes appear "shaky" while she worked. Staff Member C described Staff Member as "a bit odd" and said that she would keep her water bottle in the closet 3 and then step into the closet to drink from it. Staff Member C denied that she ever smelled alcohol on Staff Member A or observed her acting intoxicated. Staff Member C stated that she reported her concerns to Ms. Wolford and Staff Member B Staff Member D stated that she only worked with Staff Member A on a few occasions but indicated that she thought it was "weird" that she would go into the closet to drink from a water bottle in her purse. Staff Member D stated that Staff Member A would keep all other drinks, like her coffee and primary water bottle on the counter.
