R 400.1911 · 1 R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all times.
On 10/11/2022, child care licensing consultant Don Vita completed an inspection onsite. Ms. Teresa Gaffner was present and caring for children in outdoor play. Ms. Gaffner was interviewed on her front/side porch. On 9/7/2022, Ms. Gaffner and the children spent the day outside playing, came inside, and Child A went down for a nap. Child A's Father arrived at approx. 3 pm to pick up. When Ms. Gaffner got Child A up from a nap, she noticed scratches on his face and she informed Child A's Fatehr at pick up. Ms Gaffner unaware of how scratches 2 happened and noted that they were outside all day on 9/7/2022 due to great weather. She also noted that Child A has come to care with nails uncut or cut in such a way to have jagged edges (long nail cut straight across). Ms. Gaffner stated that Child A has come to care multiple times with scratches on his face or body and once with all the skin wore off his chin. In addition, Child A has behavioral issues in care and has been known to hit or kick other children in care. Ms. Gaffner denied causing scratches or knowing cause of scratches. On 1/03/2023, I interviewed Child B's Mother. She stated Child B (9 month old, male) is treated like one of the provider's grandchildren. She believes the provider is a godsend and has no concerns regarding appropriate care or supervision. Whenever Child B is dropped off, she goes inside and has conversations with Ms. Gaffner and there are no concerns with her interactions with any child in her care. On 1/03/2023, I left voicemails I for Child C, D and E's parents. On 1/03/2023, I interviewed Child E's Mother. She has known the provider for nine years. Currently, Child E (three-year-old, ) is enrolled, but all her children have gone to Ms. Gaffner's home over the years. There are no concerns regarding care and supervision. On 1/03/2023, I interviewed Child C's Grandfather who has no concerns about the care and supervision in Ms. Gaffner's home. He believes she is one of the best and really cares about children. He complemented how she handled an incident where another child was abusive towards Child C.. On 1/03/2023, I interviewed Child A's mother who had nothing further to add.

Child A (19-month-old, male) received scratch under eye which Ms. Gaffner could not explain to Child A's Parents.
