R 400.1903 · R 400.1903 Licensee responsibilities. (1) A licensee shall be responsible for all of the following provisions: (g) Report to the department within, 3 business days, any changes in the household composition or when any new or existing member of the household or child care personnel has any of the following: (i) An arrest. (ii) A conviction. (iii) An arraignment for an offense that if convicted would lead to that individual's ineligibility to be connected with a child care home. (iv) Is being investigated by the state department of health and human services for an allegation of child abuse or neglect. (v) Is under court supervised parole or probation. (vi) Has been admitted to, or released from, a correctional facility. (vii) Has been admitted to or released from a health facility or agency that was providing mental health or substance use disorder treatment services to the individual.
On October 26, 2021, I received a written complaint regarding the home child care of Shawna Webster. The complaint stated that the complainant had a walk-through tour of the home but did not leave a date or time when this occurred or if there were other children present in the home. The complainant wrote that the door was answered by a male dressed in a t-shirt and shorts describing himself as Ms. Webster's fiance. R 400.1932 · R 400.1932 Home maintenance and safety. (1) The structure, premises, and furnishings of a child care home must be in good repair and maintained in a clean, safe, and comfortable condition.
The complainant listed home remodel projects that they believed were not inspected due to a smell in the home possibly from mold in the walls. In February of 2021, I had conducted a full inspection of the home. It was at that time that Ms. Webster had an issue with a contractor and work that was not completed correctly in an upstairs bathroom. During my investigation in February through April, the problem was fixed, and the repair work was completed. By October 28, 2021, if you looked at the ceiling where the leak had been you could not tell it had been repaired. On October 28, 2021, when I conducted my unannounced inspection, the kitchen was clean and there was no smell in the home. During the second unannounced inspection on December 9, 2021, the kitchen was again clean with no smell in the home. Ms. Webster stated that with her 2 decades of experience with home child care she would not have allowed for her home to become so unclean for a prospective client tour. As for the new siding and windows Ms. Webster stated it was time to update them. There were never any leaks between the windows and siding. There were no leaks or cracked seals in the siding or windows. Everything was replaced by Ms. Webster and a relative. There was never any issue concerning mold with either the ceiling repair or new windows and siding. On December 9, 2021, I confirmed with the Chesterfield Twp Building Department's Gary DeMaster's office that Ms. Webster had completed the necessary steps to complete the projects. The indoor plumbing project did not need an inspection and 4 the window/siding permit had been addressed. There was no documentation of finding mold.
