R 400.1911 · 1 R 400.1911 Care; supervision; children. (1) A licensee shall ensure appropriate care and supervision of children at all I times.
On September 2, 2022, I conducted an unannounced inspection at the home of Nicole Goemaere. Upon arrival I met with Ms. Goemaere and confirmed she was well within ratio of caregivers to children with Child Care Staff Member (CCSM) Delany Allor present. Ms. Allor stayed with the 6 children downstairs while I interviewed Ms. Goemaere on the main floor. We discussed the allegations that were made regarding Child A and inappropriate discipline on July 1, 2022. Ms. Goemaere explained that Child A is the daughter of one of her friends and she would never yell in the face of any child. She does not leave CCSMs alone downstairs out of ratio at naptime. 2 She provided the attendance sheet for July 1, 2022. She only had four children in attendance that day due to it being the Friday before a holiday weekend which was documented on the attendance sheet. The only assistant caregiver she had working that day was Anna Campbell. Ms. Campbell was there for a very brief time because of the low numbers. Ms. Goemaere stated that Ms. Campbell was a back-caregiver that she had to cover if her current CCSMs wanted off. That specific Friday both of her current CCSMs wanted off so she asked Ms. Campbell to help. Ms. Campbell had not worked at Ms. Goemaere's child care home for a few months before July 1, 2022, and has not worked at the child care since. The staff attendance sheet has Ms. Campbell signing in and leaving in the morning. Specific times were not legible. On July 1, 2022, the child attendance was so low that Ms. Goemaere let Ms. Campbell leave early. It was still in the morning, well before naptime. Ms. Campbell was scheduled to work the following Monday and Tuesday (July 4 and 5) but did not show up to the home. Ms. Goemaere questioned that if there was a concern not only for Child A's welfare but for that of all the children in her care why was a complaint made two months after the alleged specific incident? She has not received any complaints from parents or her current child care staff. On September 13, 2022, I spoke with Child A's Mother. She stated that she had no concerns about the care Ms. Goemaere provides. Child A attends the child care full time and has never had any unexplained marks or bruises. Child A has not exhibited any fear behavior when going to Ms. Goemaere's home. She is always excited to see Ms. Goemaere. On September 13, 2022, I left a message for the complainant but as of the report date I have not received any follow-up.
