On June 15, 2022, I received an incident report from program director Sarah Barth. Ms. Barth was informed*bchild care staff member Betty Slessor that Child A placed a toy in Child B's area while they were playing doctor. Both children were fully clothed, and was pretending to examine Child B. Ms. Slessor talked to both children and notified their parents. Ms. Barth notified Michigan Department of Health and Human Services Personnel and Child Care Licensing. On June 21, 2022, I completed an unannounced on-site inspection. I individually interviewed child care staff members Betty Slessor, Kelsey McGregor, Katharine Struck and program director Sarah Barth. Ms. Slessor stated that on July 13, 2022, as the classroom was cleaning up to transition to lunch and naptime, Child A and Child B were playing doctor close to the classroom door. Ms. Slessor stated that she was standing at the door leading the children in singing the "Humpty Dumpty" song as they cleaned up. She was standing approximately one foot away from where Child A and Child B were playing. Child A was pretending to be the doctor and Child B was pretending to be the pregnant patient being examined. Child care staff member Kelsey McGregor was also present in the classroom during the incident. She was sitting approximately four feet away also in the front area of the room assisting another group of children. Ms. Slessor then heard Child B crying and asked her what happened. Child B showed her a toy thermometer and said, "Child A stuck this in my and said I'm checking on the baby." Both children were fully clothed. Child care staff member Katharine Struck arrived shortly after the incident occurred, as she assisted in the room daily during lunch and naptime transition. Ms. Slessor asked Ms. Struck to take Child B to the bathroom and check her underwear to ensure that she did not have any bleeding. Ms. Slessor talked to both children explaining that they were not to touch another person's private body parts. Ms. Slessor stated that Child B ate lunch after returning from the restroom and did not appear upset, as she continued to interact with the children. Ms. Slessor stated that Child A has not had prior issues of inappropriately touching another child. Child A's Mother is pregnant and has pregnancy with Child A, which may have increased her curiosity regarding the area. She called both children's parents and informed them of the incdidisecnut.s SsehOa notified program director Sarah Barth of the incident. Child care staff member Kelsey McGregor stated that on July 13, 2022, as the class cleaned up to transition to lunch and naptime, she observed Child A and Child B playing doctor by the first aid sign near the classroom door. Child A was pretending to be the doctor and Child B was pretending to be the pregnant patient and both children were fully clothed. She did not observe Child A touch Child B's She stated that Child A has not had prior issues of inappropriately touching other children. Ms. Slessor was standing approximately one foot away from the children at the door. Ms. McGregor stated that she was sitting in the front of the room by the 3 block area working with another group of children, which has an unobstructed view approximately four feet away from the classroom door where the children were playing. She did not hear Child B cry but observed Ms. Slessor talking to Child A and Child B about inappropriate touching while playing. Child care staff member Katharine Struck arrived shortly after the incident occurred and took Child B to the bathroom to ensure that she did not have any bleeding. After returning from the restroom Child B ate lunch and interacted with the other children Ms. Slessor called both children's parents and notified them of the incident. Child care staff member Katharine Stuck stated that she assists in the room daily during lunch and naptime transition. She stated that she did not observe the incident, as she arrived shortly after it occurred. lbs.
