On June 27, 2023, I spoke with Child A and B's Father. Child A and B's Father stated Child A told him that Child A and Child B were running on the playground and Child B pushed Child A down. He stated there is a little discrepancy as both boys insist Child B pushed Child A down on the playground. However, the program director Morgan Palmer-Wilkins told him that they checked the camera system and Child A's classroom did not go outside that day. Child A is now using his shoulder just fine. He does have to see a specialist to ensure the injury is cared for appropriately. When Child A and B's Mother picked Child A up and she buckled him into the car seat is when she really noticed something was wrong with his arm/shoulder. He has no concerns with supervision or how the incident was handled. Child A and Child B get into "spats" from time to time but usually they are pretty good. Child A and Child B have been attending Charlotte Public Schools — Weymouth since they were each born. On June 27, 2023, I spoke with Child Care Staff Member (CCSM) 1. CCSM 1 stated she is not sure what happened with Child A's shoulder; later in the day Child A told her that Child B pushed him. He told her this sometime after lunch but before nap. Child A said it happened outside. She is not sure; she just knows he said it happened. She asked CCSM 2 and CCSM 3 about Child A's shoulder and no one knew what happened. When she asked Child A where it hurt, he pointed to a bump on his arm and said it itched and hurt and that is what she thought he was talking about. She did not notice anything unusual with Child A that day. On June 27, 2023, I spoke with Child A and B's Mother. Child A and B's Mother stated when she dropped Child A off the morning of June 20, 2023, he did not complain of anything hurting that morning or before dropping off. He did not cry or complain of anything when he was placed in the car seat the morning of Jun 20, 2023. When she picked Child A up on June 20, 2023, one of the child care staff members said Child A was complaining about his arm and they noticed he had a 3 bug bite and they thought it was from that. It was naptime and everyone was sleeping when she picked up, so she did not ask the child care staff member or Child A any questions in the classroom. When she placed Child A in the car to leave Charlotte Public Schools — Weymouth, he was in pain and instantly began crying. When she tightened the belt to the car seat his pain level and cries got worse. Child A and B's Mother stated seven days prior to and leading up to the morning of June 20, 2023, when she dropped Child A off at the center, he never cried or was in pain at all. More specifically he did not cry when he was being strapped into the car seat and the straps were being tightened. Child A and B's Mother stated she asked Child A what happened, and he said that he and Child B were running outside, and Child B pushed him down in the grass. Child A continued to be in pain when being put in the car seat. On June 22, 2023, in the evening, they made the decision to take him to the doctor and the doctor asked him what happened. Child A told the doctor the same thing, he and Child B were running outside, and Child B pushed him down. The only time Child A was in pain at the doctor visit was when the doctor pushed in a downward motion on his shoulders. They diagnosed Child A with a fracture of the right clavicle. A few days after the injury she asked Child A again what happened, and he again said Child B pushed him outside on the playground and he fell in the grass. Child A and B's Mother stated she, Child A, Child B, and Child A and B's Father went camping the weekend before June 20, 2023, and Child A and Child B were not in school on August 19, 2023. She is not aware of Child A getting injured during the camping trip. They also did not give Child A and B's Mother these details at pick up or on the incident report. They did not state on the incident report that they did not observe how he was injured.
