On 09/13/2023, I conducted an unannounced onsite inspection. I interviewed licensee designee Trina Romanowski over the telephone. Ms. Romanowski is not aware of any incident that occurred where Child A would have touched another child’s genital area. The center has video cameras, and they are viewed if there is an incident or a reason to view them. Ms. Romanowski is sent daily and weekly reports regarding all incidents that occur in the child care center and there was not any incident report regarding Child A. I interviewed program director Cassandra Cutsinger. Ms. Cutsinger is not aware of any incident or situation regarding Child A touching another child’s genitals. Ms. Cutsinger has not observed Child A acting out or acting inappropriately when she has observed her in the center. There are no incident reports that have been submitted for Child A. Video recordings are viewed as often as needed when there is an incident or reason to view them. Daily and weekly incident reports are sent to Ms. Romanowski. 2 I interviewed Child Care Staff Member (CCSM) 1 who was the lead caregiver in the preschool classroom this summer. CCSM 1 keeps documentation about any incidents that occur in the classroom. There are no incident reports regarding Child A. No children reported to her that Child A touched another child in the genital area. Every now and then Child A can have “an attitude” such as not wanting to participate in group time, but Child A is usually the “teacher helper” and a leader in the classroom. There is a bathroom in the classroom. The classroom rule is that only one child can go into the bathroom at a time. If a child is waiting to use the bathroom, then they must wait on the carpet area. That child does not go into the bathroom until the other child is done and has left the bathroom. CCSM 1 monitors this area between the carpet and the bathroom when children are using the bathroom. On 09/13/2023, I interviewed Child A’s Mother. She was “shocked” to hear the allegation that Child A touched another child’s genital area. Child A’s Mother said that there have not been any incidents regarding Child A. Child A has never mentioned anything about genitals or touching genitals of anyone in the classroom. Child A’s Mother did not want Child A to be forensically interviewed. On 09/15/2023, I interviewed Child B’s Mother, Child C’s Mother, and Child D’s Mother and none of them had any concerns regarding supervision in the classroom.
