On 05/17/2023 Child Care Staff Member 1 (CCSM 1) reported to her licensing consultant that on 05/16/2023 Child A said that Child B, male mduarilne"Ou oor play. The report was sent to 9te On 0511812023 1 made telephone contact with CCSM 1. She stated that she was informed of the disclosure and reported it as required by law and licensing rules. She stated on 0511612023 Child A and Child B, who are in the same classroom owere outside on th0 1plaay ground. Child A alleges that Child B This allegedly occurred on the ground. She ith Child A's Mother and Child 's Mother about the allegations. Child A is not in attendance pending the investigation. On 05119120231 spoke with Child A's Mother by telephone. She said the evening of 05/16/2023 Child A disclosed the allegations to her. She notified the licensed program the next morning. She has not had any concerns with Child A's supervision or care. She is choosing to keep Child A home as she does not want him to have any contact with Child B. She was contacted by He provided her information about the available to her. She is seeking services from them. On 05/23/2023 1 conducted an on-site inspection to the licensed facility. I interviewed Keri Miner, program director, about the reported allegations. She said the morning of 05/17/2023 she received a message via the electronic system used for her class from Child A's Mother informing her of the reported allegations. She informed her superiors of the allegations. She recalls on 05/16/2023 during outdoor play time there was no "cluster" of boys near or around the shed. She said active supervision is used by staff when children are on the playground. This mean each staff person is dispersed over the area and they rotate ensuring children are always in view of a staff member. She said there is a shed on the playground however there are no blind spots where children may congregate or hide. I asked Ms. Miner if she has had concerns with inappropriate behaviors or language from Child A or Child B. She said Child B has very limited ■ and does not believe he could what is alleged. He has an individualized due to his= I then interviewed CCSM 2 who was the assistant in the classroom on the day of the alleged incident. She did not recall any behavior or interactions on the playground where this could have taken place. She has worked in the classroom with Child A and Child B through the year and has never seen this type of behavior with either 3 child. She confirmed Child B does not have the what has been alleged. While on-site I walked around the playground and saw the shed. The shed has lattice attached to close a gap created by its placement next to a fence. The lattice prevents children from gaining access between the fence and the shed. I could see that all areas of the playground are within view of staff if they are spread across the entire play area. If staff are not placed directly by the shed, there is a natural blind spot that can occur. On 05/23/2023 I made telephone contact with He explained with allegations involving*chnildaren of this age the families are"reerRre or supportive services through the . He does not have an open investigation. He did telephone contact with Child A's Mother and Child B's Mother. He was told Child B does not have the a statement as what was reported. On 05/23/2023 and 06/01/2023 I left a telephone message for Child B's Mother. I have not received a return telephone call from her.
