R 400.8125 · R 400.8125 Staff; volunteer; requirements. (1) All staff and volunteers shall provide appropriate care and supervision of children at all times.
On 07/20/2022 the Child Care Licensing Bureau received a 15-point complaint regarding Cedar Springs Child Care all having to do with issues regarding Cassandra Chartier who is the program director. The allegations included that Ms. Chartier's child attends but is not enrolled in the facility, she uses inappropriate language with her child, her child records other children's attendance; therefore, the attendance records are not accurate, and she moves children around to other rooms. On 07/22/2022 I conducted an unannounced on-site inspection to the facility. 2 Ms. Chartier was on vacation and Jamie Zigley, child care staff member (CCSM), was in charge. I discussed each reported concern with her, most of which were not violations of licensing rules. The non-rule violations stemmed around style and leadership issues which Ms. Zigley acknowledged was an issue for the staff. On 08/04/2022 I met face to face with Cassandra Chartier regarding each item in the complaint. She explained she was hired at the beginning of the year and shortly after the licensee designee left and has not been replaced. She has been overseeing all the licensed child care programs operating on the campus. She has limited support and has had inherited a staff that she has had limited time in building a team. She felt misunderstood, taken out of context, and unsupported in building the team. She stated she has spent time training the staff and they have refused to follow instructions. There were multiple allegations alleging she did not follow through with behaviors from children or said something someone did not like. In each case she followed through and addressed each incident per licensing rules and school policy. As staff are not privy to these steps there have been some who jump to conclusions about her actions.

The reported allegations alleged that "a child broke their ankle, and it was not reported to the department." A second concern was Child B, male age 5, overheated and this was not reported to the department. On 07/22/2022 at the time of the unannounced on-site inspection I met face to face with Jamie Ziegley, lead caregiver, she was the person in charge on this day as Ms. Chartier was on vacation. She was aware of this incident, Child A, female age 8, hurt her ankle on the playground. She said this was reported to the department. On 08/04/2022 I met face to face with Cassandra Chartier regarding the reported allegations. She provided documentation on 06/29/2022 she reported to her 3 assigned licensing consultant Stephanie Shell the injury Child A received while in care. Ms. Chartier explained the incident with Child B was he did not drink water when instructed through the day and when he went home was ill. She spoke with the parent about it, he did not receive any medical treatment. Child B returned to care and has had no other issues. Staff regularly are instructed to ensure children have water bottles while participating in activities.

(4) A licensee, licensee designee, or program director shall submit a written report to the department of the occurrences outlined in subrules (1), (2), and (3) of this rule, in a format provided by the department, within 72 hours of the verbal report to the department.
On 07/22/2022 I conducted an unannounced on-site inspection to the facility. I confirmed the program was operating in ratio on this day by observing each classroom for their child to staff ratio. I met with Jamie Ziegley, CCSM, regarding the reported allegations as she was in charge as Ms. Chartier was on vacation. She was 4 aware of this reported allegation. She said on this day a staff member left early and Ms. Chartier left in the afternoon when there was a staff to child ratio of 33:2 with the youngest age child being 4yrs. old. Ms. Ziegley said she asked her what they were supposed to do and Ms. Chartier said, "we just need to deal with it" and left for her appointment. Ms. Ziegley did not have any documentation showing this on the attendance system or another other document. I then met face to face with Kaitlyn Stacy, CCSM, regarding the reported allegations. She recalled the day Ms. Ziegley reported to me. Ms. Stacy said, "there were a lot of kids" on that day. She thought from 4-6pm. there may have been 40 children with 3 adults. She did not have any documentation to verify this actually took place. On 08/04/2022 I met face to face with Cassandra Chartier. When asked about this allegation she denied the center was operating out of ratio. She recalled the day and said she always posts at the entrance the plan for the day for each group and the staffing. On that day there was 1 staff with 12 4yr. old children in the library and 2 staff in the gym with 24 school-age children. She provided me with the daily attendance and staffing for that day that verified this information.
