On 11/10/2020 I spoke with Child A's Mother who stated that Child A (20-month-old, male) was enrolled in Ms. Ceto's home when he was about 6 months old. When children arrive, Ms. Ceto will come upstairs to greet the parent and get the children. Parents do not typically go downstairs, which is the only child care approved space. Child A's Mother stated that on 10/20/2020 at 8:00 AM, she arrived at Ms. Ceto's home to drop off Child A. Child A's Mother stated that she waited for approximately 5 minutes on the porch for Ms. Ceto to open the door and observed her come out of the barn. Ms. Ceto did not offer any explanation as to why she was in the barn. Child A's Mother had a pack n play that she wanted to set up and went downstairs with Ms. Ceto. It was when she got downstairs that she saw three other child care children, sitting in high chairs and finishing up eating. I asked Child A's Mother if this has happened before and she stated it had happened many other times when Ms. Ceto was in the barn and came out to let her into the home. Child A's Mother could not recall specific dates or times of the previous occurrences. Child A's Mother reported that there were times when she would pick up Child A and Ms. Ceto would be upstairs folding laundry, have dinner done and would post on social media about it. On 11/13/2020, I completed an unannounced on-site inspection. I arrived at Ms. Ceto's home at 8:00 AM. There were three child care children present. I reviewed the allegation with Ms. Ceto, which she adamantly denied. Ms. Ceto's child care hours are 6:30 AM to 5:00 PM. She reported that she typically goes out to the barn at 5:50 AM prior to child care children arriving. I asked her if she ever meet a parent waiting at her doorstep when she was outside at the barn and Ms. Ceto stated "not that I recall". Ms. Ceto's first child arrives at 6:30 AM and the first thing is that they eat breakfast, which she has prepped. She stated that the other children continue to all arrive within about 15 minutes of each other. The children are either in high chairs or old enough to sit at the table and will eat as she goes upstairs to greet the others that arrive. Ms. Ceto denied that any parent has expressed a concern to her regarding the process or supervision. I reviewed the attendance records for 10/20/2020 and it reflected that 7 child children were in attendance. In the morning at 8:00 AM, there were 4 child care children present. Ms. Ceto has 9 children enrolled in her child care. On 12/18/2020, I contacted Child B's (age unknown, male) Mother and left a message. A return call was not received at time of report writing. On 12/18/2020, I spoke with Child C's (4-year-old, male) Mother who stated that Child C has been attending Ms. Ceto's child care home since he was 6 months old. If Child C is in school, he attends from 11:00 AM to 4:30 PM. If there is no school, then he attends from 8:30AM to 4:30 PM. Child C's Mother has never witnessed Ms. Ceto outside. Child C's Mother stated when she arrives, she rings the door bell and Ms. Ceto is in the house and meets her at the door. Ms. Ceto takes Child C's temperature, he washes his hands, and then she leaves. At pick up, Ms. Ceto 4 brings Child A upstairs. Child C's Mother denied witnessing Ms. Ceto upstairs cooking or cleaning. Child C's Mother added that she has never had any issues or one complaint against Ms. Ceto in all the time Child C has been attending. On 12/18/2020, I spoke with Child D's (4 year old, female) Mother who stated that 1/2 Child D has been attending Ms. Ceto's child care home since June 2020. The hours of attendance are between 9:00 and 10:00 AM to 5:00PM. Child A's Mother drops off Child D and the process is that Ms. Ceto meets them at the door. Child D then has her temperature taken, washes her hands and then they go downs stairs. She has observed Ms. Ceto bring the other children upstairs with her when they get Child D.
