On 02/11/2022, I spoke to Child A's Mother regarding the allegation. She stated that Child A has been attending Rosey Romper room for the past 3 months. Child A is in the older toddler room. On 02/07/2022, Child A was 1/2 drop off after 7 a.m. Child A's Mother received a call about 11:00 a.m. from Rosemarie Alberty, licensee. She was asked if Child A had a rash, and she told her no. Child A's Mother asked her to keep an eye on Child A and to call her back if Child A needed to be picked up. At 12:00 p.m., Child A's Mother received another call from Ms. Alberty and was told that Child A seem like she was uncomfortable and in pain. The child care center sent a picture of Child A's thighs to Child A's Mother. Child A's Mother called Child A's pediatrician and made an appointment for Child A. Child A was picked up from the child care center at 1:00 p.m. by Child A's Father. An incident report was given to Child A's Father. Child A's Father took Child A to the doctor appointment. The pediatrician prescribed - medicine to treat the burns on Child A's thighs. Child A was taken home after the appointment and Child A's Mother picked up the prescription. Child A was laying on the couch when Child A's Mother arrived home. The medication was applied to Child A's thighs. Later that evening, Child A spiked a fever, and the pediatrician was called. An appointment was made for Child A for the following morning. On 02/08/2022, Child A's had blisters on her thighs. They took her to the doctor appointment, and they sent Child 3 A to to be admitted. The hospital wasn't sure what occurred to Child A. The burn unit assessed Child A and determined that she received chemical burns on her thighs. Child A's Mother was told that Child A may need skin grafts to treat the burns. Child A was still admitted in the hospital on 02/11/2022. Child A's Mother stated that she has been in contact with the child care center since Monday. She has spoken to Ms. Alberty several times and she was concerned about Child A. She was told that Child A's diaper was changed at 8:30 a.m. and there were no concerns. After the diaper change, the children played at the indoor playscape area. Child A's diaper was changed at the 10:30 a.m. and staff noticed that her thighs were red. They looked like she had a bad sun burn. It seemed like Aquaphor was on the inside of Child A's pants. Child A's pants were changed, and ice was applied to her thighs. Eventually, Child A's pants were removed because she seemed uncomfortable. Child A's Mother was told that the cleaning company cleaned the playscape over the weekend. The company came back out and cleaned the playscape again. It is possible that they did not dilute the cleaning solution when they cleaned the playscape. Child A was wearing leggings and they looked normal. There were no bleach marks, holes, etc. on the leggings. She was informed that two other children had red marks on their face after playing on the playscape. On 02/11/2022, Child A's Mother sent six pictures of Child A's injury. The first picture was of Child A's legs that was sent to her from the child care center on 02/07/2022. There were large red spots on the back of Child A's legs. The red spots are rosy in color, and they covered most of the back of Child A's right and left upper thigh. The second picture provided is from the evening of 02/07/2022. The red spots are darker in color and looks like it is covered in the medication. The third and fourth pictures are from the afternoon of 02/08/2022. The back of Child A's thighs are covered in raised blisters and surrounding area was red in color. The fifth and sixth pictures are from 02/09/2022 morning and the thigh are still covered in blisters. According to Child A's Mother, Child A's thigh had been bandaged since 02/09/2022; there were no other pictures available. On 02/11/2011, I completed an unannounced inspection at Rosey Romper Room. I spoke to Ms. Alberty and program director, Angela Bauer. I observed the older t

On 12/27/2021, I conducted an unannounced inspection at the center. I interviewed the licensee, Rose Alberty, and program director Julia Babcock. She stated Child A has attended the center for over four years. The first two years Child A's Father had custody, and everything was fine. In the past two years Child A's Mother and Child A's Father have shared custody. When Child A is with her mother, they worry about her. She does not bring her to the center consistently. When she does come, Child A is often unkempt, tired, and hungry. Child A's Mother has made many complaints regarding the father and the Department of Human Services workers have been to the center to check on Child A a few times. Ms Alberty stated Child A was not at the center on 12/27/2021. She had spoken with Child A's Mother earlier. She stated Child A was not feeling good and she was keeping her home. On 12/1/2021, Child A's Mother had a meltdown; rolling on the floor and crying because she did not want to leave Child A and Child A's Father was going to pick her up that evening. Child A was watching all this so Ms Diane took Child A away from the scene to her classroom. According to Ms Babcock and Ms. Alberty, this was not the first time Child A's Mother had acted inappropriately at the center. Child A last attended the center on 12/17/2021. Both Ms. Alberty and Ms. Babcock stated Ms. Diane would never grab, pinch, or hit Child A or any child. I interviewed Ms. Diane. She has been a CCSM at Rosey's for over 20 years and is the CCSM in Child A's room. She has never hit, pinched, or grabbed a child. She stated Child A is a good child and there was no reason for her to pinch or grab her by the arm. Ms. Diane guessed Child A's Mother is upset because while she was having a meltdown, she removed Child A from the scene and took her to her classroom. On 1/13/2022, I interviewed Child A's Mother by telephone. She stated Child A tells her Ms Diane pinches her. She could not give a specific time as to when this happens. She denied seeing any bruising on Child A. Child A's Mother witnessed one time, unknown when, Child A was being stubborn and not listening. Ms. Diane picked Child A up by the armpits to make her stand up. I asked her if she observed any marks or bruises after this and she could not say she did. She then proceeded to go into a long rant about Child A's Father and how MDHHS or no one would help her get Child A away from him. On 2/8/2022, I interviewed Child A's Father by telephone. Child A has never mentioned anything about CCSM, Ms Diane hurting her, grabbing her by the arm or pinching her. He has known Ms. Diane for years as she was his older children teacher. He has nothing but good things to say about her and the center.
