On 10/11/2021, during the onsite investigation, the licensee designee, Ms. Patel Kunjan was made aware of the allegations. She denied the allegation that a child was allowed to remain in the school while she was sick. She obtained the documents to show that Child A's (3-year-old female) Mother was called at 9:15 a.m. on 10/05/2021. During the time, Child A's mother was not able to be contacted, and they final reached the grandmother. It was thought that Child A's Mother was in labor, and would not be able to pick up Child A, however; Child A's Mother did arrive after 11:00a.m. to pick up Child A. She stated that Child A was in the front office at the time. On 11/17/2021, the complainant was interviewed by phone. Complainant said Child A became ill and was allowed to remain in the classroom. On 11/17/2021, I spoke to child care staff member, Annette Tefft. She stated Child A threw up in the classroom and she notified the front office at 8:20 a.m. and asked that she be removed from the classroom. Ms. Tefft said she was instructed to put Child A on the couch in the Reading Center area located in the classroom. This prevented the child from being isolated while in the classroom. She reported that Child A was not removed from her classroom until a parent arrived much later to pick her up. On 11/17/2021, I interviewed child care staff member, Clair Modson. She confirmed that on 10/05/2021, she arrived in the classroom around 8:25 a.m. and took Child A's temperature. Child A did have a high temperature, and she stated that Child A had to remain in the classroom until later. She stated that it was a very busy morning and that there was only 1 teacher in the classroom at the time with the children. About another 20 minutes later she returned to the classroom to get Child A and take her to the front room with her. She said there was no one available to supervise the child in an isolated area. Ms. Modson said she is not allowed to call parents, and she has to get permission. The documentation shows that a parent was not called until 9:15 a.m. According to statements made by Ms. Tefft, Ms. Modson, and Ms Patel, it appears that Child A was left in the classroom for about 45 minutes after being identified as ill. Child A's mother was not called until almost an hour after Ms. Tefft notified staff that Child A was sick and should be removed from the classroom. Child A was not removed from the classroom but was allowed to lay down on a couch in the classroom until another staff member could remove her and provide supervision in another room. I received a copy of the policy and procedures. The center did not follow their own policy and procedures. The complainant said the center informs the parents that they have a chef on-site to prepare the meals daily for the children; however, the children are served rice and beans three times a week. The menus posted are not being followed. Ms. Patel stated that they do have to make changes to the menu, and they edit it accordingly. She reported the kids are receiving nutritious meals daily. According to a menu observed, there were days where changes were made to the menu to reflect what was been served that day. I asked Child B's and Child C's Mother if they had any concerns about the food being served or the menus. Both parents stated that their children had not complained about the food being served at the center and they did not have any concerns.
