    During the on-site inspection I observed that Childrens World did not provide adequate staff so that food service activities do not detract from direct care and supervision of children. PD was not able to make breakfast until after the licensee designee arrived and could take her place as a CCSM in the infant room. There were not enough staff present for breakfast to prepared and direct supervision to be provided to children.

    During the onsite inspection on March 3, 2025, all staff members denied propping bottles on infants. They recognized that bottle propping is prohibited and said staff members feed babies.

If a child has a health issue or special need that requires the child use a swaddle attachment or swaddle wrap after the child is 2 months of age, documentation from the health provider is required. The documentation must include specific sleeping instructions and time frames for how long the child needs to sleep in this manner, including an end date.

    During the onsite inspection on March 3, 2025, all staff denied allowing any infants sleeping in a swaddle. Furthermore, Child A was two months old at the time of the alleged incident which is acceptable per the rule.
