- Violation
On 08/12/2021, a complaint was received alleging that infants are in bouncers for the majority of the day and that one infant was never seen in the arms of a caregiver. On 07/27/2021, child care licensing consultant Ms. Jenny Vanderlugt conducted an onsite inspection and observed that there was one infant in care who was held throughout the majority of the inspection. 2 As part of this investigation, Ms. Vanderlugt interviewed Ms. Bednarick, who confirmed that she only has one infant in care and stated, "I hold the baby all the time." Child care staff member Ms. Jenny Satchel reported that child care staff members often held the one infant that was in care. The infant occasionally sat in a bouncer or jumper but was often held by Ms. Bednarick or Ms. Satchel. In the exit conference with Ms. Bednarick, she confirmed that she often holds the infant that is in care and stated that she would post pictures of the infant in a bouncer because she could not take pictures of her while she was holding her. Child A and B's Father reported that Child A was the only infant in care at the time of the allegation. Hhe has seen Ms. Bednarick hold Child A often, including when he has arrived at the child care home unannounced. He denied any concerns with the care and supervision Child A and Child B receive. Child C's Father confirmed that Ms. Bednarick has one infant in care and reported that he has seen Ms. Bednarick holding this infant. He denied any concerns with the care and supervision Child C receives.

The original allegation stated that Ms. Bednarick has posted pictures in her Facebook group of children sleeping in cribs and play yards with bottles. The allegation also stated that children have been seen walking around with drinking cups. Ms. Bednarick confirmed with Ms. Vanderlugt that she did allow children to have sippy cups and bottles in sleeping equipment because she did not know she was not allowed to do so. She told Ms. Vanderlugt that she would stop allowing children to have sippy cups and bottles in sleeping equipment. Ms. Satchel confirmed in her interview with me that Ms. Bednarick was allowing children to have sippy cups in sleeping equipment but that she stopped after Ms. Vanderlugt told her that was not allowed. In her exit conference, Ms. Bednarick reported that she thought that toddlers over one year of age were allowed to have sippy cups in sleeping equipment but that she stopped allowing this after her conversation with Ms. Vanderlugt. She denied that she ever allowed children to walk around with cups. She identified that all cups have a designated place on a countertop and children go to the counter when they need a drink.
