    On 04/14/2021, Witness 1 stated the allegation that Mr. Langworthy hit Child A is not correct. Child A reported to Witness 1 that Mr. Langworthy pushed him after he had two toileting accidents in his pants at Ms. Fredell's child care home. Ms. Fredell in turn pushed Mr. Langworthy. Child A's speech is very difficult to understand. Witness 1 provides care for Child A. Child A told Witness 1, "Pee two times, go to bed." Witness 1 observed Child A accidently urinate on the front of his pants because he did not make it to the toilet in time. Child A thought he was going to be in trouble, so he did not tell Witness 1 right away. 2 Child A was fine once Witness 1 changed his clothes and realized he was not going to be in trouble. On 04/14/2021, I completed an on-site inspection. I interviewed Ms. Fredell and Mr. Langworthy. Ms. Fredell stated that she and Mr. Langworthy have taken training on how to appropriately discipline children. She adamantly denied any child in care ever being physically disciplined by her or Mr. Langworthy. She described Child A as a sweet little boy, but he never really enjoyed attending her child care. She speculated low attendance and Child A not liking rest time being contributing factors as to why Child A did not like attending her child care. Child A's Mother told her that she had to bribe Child A to get him to cooperate at drop offs. Despite Child A's aversion to attending her child care, he still had a good time when he was there. Approximately three to four weeks ago, Child A's need to use the toilet increased dramatically. Child A even urinated in his pants a couple of times because he did not make it to the toilet in time. Child A looked at her as if her were going to get in trouble when he had toileting accidents. She reassured him that it was okay. She denied ever making Child A lay down due to toileting accidents. Child A had to use the toilet many times during rest time. He would often need to be reminded that it was rest time once he was finished in the bathroom. She advised Child A's Mother about the changes in Child A's bathroom habits and the toileting accidents he had. She told Child A's Mother that she was concerned that Child A may have a urinary issue that may need medical attention. Child A's Mother told her that Child A "pees a lot." Ms. Fredell noted that Child A's speech was very difficult to understand. Mr. Langworthy denied hitting or pushing Child A for any reason. He affirmed the changes in Child A's bathroom habits. He has no knowledge of Child A being made to lay down for having toileting accidents. On 06/29/2021, Child A's Mother stated that Child A told her and Witness 1 that Mr. Langworthy hit him. He also reported that Ms. Fredell and Mr. Langworthy would not let him use the toilet as often as he needed. Ms. Fredell and Mr. Langworthy made Child A lay down when he had toileting accidents. Child A was fully potty trained but began to regress while attending Ms. Fredell's child care. Child A began to urinate and have bowel movements behind the couch at home. He just did not seem like his normal self. Now that he no longer attends Ms. Fredell's child care, Child A is back to his normal self. On 06/29/2021, the Complainant stated that Child A told him/her that Mr. Langworthy pushed him and then Ms. Fredell pushed Mr. Langworthy. Child A also reported to the Complainant that Ms. Fredell and Mr. Langworthy would not let him use the toilet and if he had to use the toilet that they would make him lay down. The Complainant acknowledged that what Child A reported to her did not make a whole lot of sense. Child A told the Complainant, "Me pees three times and me have to go to bed." The Complainant does not find Child A too difficult to understand. 3
