R400.1910 · R400.1910 Ratio of personnel to children (2) For each member of the personnel, not more than 4 children shall be under the age of 30 months, with not more than 2 of the 4 children under the age of 18 months.
On 05/27/2021, I completed an on-site inspection. I explained the allegation to Ms. Mulder. Ms. Mulder stated she believes she has always maintained appropriate child care staff member to child ratios. Minor Household Member (MHM) 1 (eight-year-old, male) and MHM2 (3-year-old, male) are her own children who reside in thA ehiki hnmA MHM3 (13-year-old, male) is the child of adult household member When an additional child care staff member would be needed, MHM2 is kept separate from the child care children. On these days, MHM2 is either cared for by MHM3 or by Minor Child Care Assistant (MCCA), who is related to MHM2. Ms. Mulder stated that her attendance records should not indicate noncompliance with ratio requirements. Ms. Mulder provided me with her attendance records. On 05/27/2021, I spoke with Ms. Mulder by telephone. She stated that it is possible that she was off on the ages of some of the children, depending on their date of birth. She did not pay close attention to the ages of the children prior to them turning three years of age, so it is possible that she did not always maintain compliance with ratio requirements. On 07/23/2021, I reviewed Ms. Mulder's attendance records (01/01/2021 to 05/26/2021) for staff and children and her child information cards for all children. According to Ms. Mulder's records, there was never a day or time that she was not in compliance with ratio requirements. On 07/27/2021, I reviewed Ms. Mulder's food attendance with The Association for Child Development (ACD) from 01/01/2021 to 05/26/2021. According to Ms. Mulder's meal attendance records, Child A (2-year-old, male) was present for breakfast on 02/09/2021. Child A was not listed on Ms. Mulder's 02/09/2021 child attendance record. Additionally, Ms. Mulder's meal attendance records indicate that Child B (4-year-old, male) was present but not served any meals on 01/05/2021, 01/22/2021, 02/11/2021, and 03/09/2021. Child B was not listed on Ms. Mulder's 01/05/2021, 01/22/2021, 02/11/2021, or 03/09/2021 child attendance records. On 07/28/2021, Child B's Mother stated that Child B has not attended Ms. Mulder's child care in over a year. On 08/17/2021, Ms. Mulder checked her attendance records for Child A and Child B. Child A and Child B were not in care on the days in question. She stopped caring for 3 Child A on 08/26/2020. Her son has the same first name as Child B, so she probably accidently marked the wrong child on her meal attendance on the four days in question. She plans to be more careful when entering her meal attendance. She also plans to inform her consultant with the ACD regarding the discrepancies.
