On 12/15/2022 I completed email contact with the complainant regarding the allegations. The complainant was unable to identify how many children in Ms. Kaiser's child care were relatives verses unrelated or their ages. They were unable to state whether Ms. Kaiser ever had other child care staff members, volunteers, or other adult relatives present to assist. They believe Ms. Kaiser has 14 children that are enrolled in the child care but many of those are relatives and they are unsure how many attend on a daily basis. On 12/16/2022 I completed an unannounced onsite inspection and interview with Ms Kaiser. Ms. Kaiser had five unrelated children present along with three related children. All of the children were under the age of 7 years old and three of them are under 18 months. Two of the children under 18 months are relative children. Ms. Kaiser's adult daughter was also present. Ms. Kaiser stated that her daughter and the three related children are visiting for a holiday party. She reported that her daughter is responsible for the three related children. Ms. Kaiser denied that she is operating over capacity or out of ratio. She stated that many of the children that attend care are relatives. She has five children enrolled that are not related. If she is going to have too many related and unrelated children present for any period of time, she makes sure an adult relative is present to care for the relative children. I explained to Ms. Kaiser that if these relatives are around unrelated children they must either be supervised at all times or have a comprehensive background check. Ms. Kaiser expressed understanding and stated that they are not left alone with unrelated children. I also recommended that the adult relatives participate in health and safety trainings and safe sleep training if they are regularly present at the child care and are around unrelated children. Ms. Kaiser expressed that these allegations are likely stemming from a former child care parent. This former parent has had her children enrolled in her care for several years. Recently, the parent became upset with her because she billed for a closed holiday. Ms. Kaiser stated that she has always billed for certain closed holidays, but this parent was not happy with the arrangement. Ms. Kaiser agreed to remove the holiday bill, but the parent remained angry and disenrolled her children. I asked to 3 review the attendance records for the last several weeks, but Ms. Kaiser did not have one for review. On 1/19/2023 I completed an unannounced onsite inspection and interview with Ms. Kaiser. There were seven children present, three related and four unrelated. Only two of the children present were under 18 months. Ms. Kaiser's adult son was present and responsible for two of the related children. Ms. Kaiser stated that her son is currently not working and likes to bring his two children over for periods of the day so they can play with the child care children. Ms. Kaiser stated that the main reason for her to relocate to her current address was to be closer to her family so they could visit regularly. I reminded Ms. Kaiser that if her adult family members were going to be around child care children they could not be unsupervised or would need the comprehensive background checks. I recommended she have the background checks completed on all regularly visiting adult family members. I reviewed attendance records for the last few weeks and did not observe a date with over capacity or out of ratio. On 1/25/2023 I completed phone contact with Child A's Mother. Child A (male, 3 years) has been attending Ms. Kaiser's child care since he was born. She denied any concerns and stated that they "absolutely love her, she is wonderful." She was not aware of Ms. Kaiser having too many children. She stated that Ms. Kaiser does have adult relatives that visit periodically with their children. The ratio must include all children in care who are not related to any personnel and any of the following children who are less than 6 years of age: (a) Children of the licensee. (b) Children of a child care staff member or child care assistant. (c) Children related to any member of the household by blood, marriage, or adoption.
During email contact with the complainant, they stated that Ms. Kaiser was completing the attendance sheets without parent review or consent. They had no idea if the records were accurate or not. During the initial onsite inspection, Ms. Kaiser reported that she does not have an attendance record available for review. I notified Ms. Kaiser that attendance must be maintained daily with first and last name and accurate arrival and departure times noted at occurrence. During the follow up onsite inspection, Ms. Kaiser had an attendance record completed for the last few weeks. The records included all required information. Child A and Child B and C's Mothers did not have any information regarding the attendance records. I attempted contact with Child D's Mother, but no return call was received.
